Karla Jane (Allen) Hoy

Karla Jane (Allen) Hoy died peacefully at home on Sunday, May 22nd, 2022 while receiving hospice care for pancreatic cancer.

Karla was born on August 8th, 1948 in Lock Haven, PA and was a lifelong resident of Mill Hall.  She was the daughter of the late J. Walter and Betty (Fravel) Allen of Mill Hall.

Karla graduated from Bald Eagle-Nittany High School in 1966. She attended and graduated from the former Lock Haven State Teacher’s College with a degree in Secondary English Education in 1970. After college, she briefly taught at Lock Haven High School as a high school English teacher for one year.

She then worked the remainder of her career at the Pennsylvania State Employment Agency. She retired from her position as an Unemployment Claims Supervisor after working out her last few years at the Altoona office.

Karla married Samuel Hoy Jr. in 1989 and gained 3 children in the process.

Karla was well-known for her love of baking cookies and for her love of dogs and cats. She was famous for her raisin filled cookies and her various decorated Christmas cookies. Karla was also known for her generosity, her love of giving to others, and her love of spoiling her grandchildren. She also loved to shop on QVC.

Karla was an active member of the Clinton County Republican Committee and the Mill Hall Borough Council. Karla worked tirelessly during election cycles and proudly represented the Republican Party in Clinton County. She received the Clinton County Republican of the Year award 2 years in a row in 2017 and 2018. One of Karla’s proudest achievements was being elected to the Mill Hall Borough Council where she was able to serve her community.

Karla attended the Flemington First Church of Christ on Canal Street and she also was an active participant in the local Christian Women’s group where she has made many great friends and acquaintances.

She was preceded in death by her parents, her Aunt Dorothy Fravel, her brother Edward Allen, and her husband, Samuel Hoy Jr.

Karla is survived by her children: Amy Hoy Quiggle, Lori Hoy Bruno (Anthony Jr.) and Samuel Hoy III (Sara); and beloved grandchildren: Courtney Quiggle, Kylie Quiggle, Hunter Hoy, and Sophia Hoy. Also surviving are her sister-in-law, Glenda Hoy; her brother, Robert W. Allen (Ginny); her brother, James Allen (Betty); and several nieces and nephews.

A Memorial Service will be held on Thursday, May 26, 2022 at 2 P.M. at the Flemington First Church of Christ, 714 Canal Street, Mill Hall, PA 17751 with Rev. Mark Riley officiating.

Friends and family will be received at the church on Thursday from 12 P.M. until the time of the service.

Memorial Contributions can be made to the Clinton County SPCA in Karla’s memory.
