Mill Hall man charged with sex crimes with a minor
LOCK HAVEN, PA – James Paul Winslow, 36, of Mill Hall, was charged on January 27 by Officer Bryan Burger of the Mill Hall police department with unlawful contact with a minor, a third degree felony, criminal use of a communication Facility, a third degree felony, corruption of minors, a third degree felony, indecent exposure, a first degree misdemeanor and indecent assault, a second degree misdemeanor.
Authorities said the victim is under the age of 16. Winslow is alleged to have had inappropriate contact with a minor, that included showing the minor pornography from his cell phone and allegedly asked her to “help me with this” as he was masturbating in front of her. He then allegedly asked her to use her feet to complete his request.
Winslow is currently incarcerated in Clinton County Correctional Facility in lieu of $67,000 bail. His preliminary hearing is scheduled for Monday, Febuary 6.
