LH city council reviews proposed 2023 budget

LOCK HAVEN, PA – City Council spent the bulk of its Monday night meeting hearing details from city administrators on the city’s 2023 budget adopted on first reading last week. It amounts to $6.1 million for the general fund and $14.6 million when all major funds are factored in. The budget keeps the real estate millage unchanged from its 2022 level (this year had been the first since 2015 the real estate levy was hiked).
City Manager Greg Wilson talked about the proposed hiring of an additional planner in the new year to deal with the increased availability of grants to assist in financing city projects. He cited figures on the substantial increase in net revenue versus costs accruing to the city through the grant process.
Monday’s hearing was devoted to planning, community life, public works administration, streets and stormwater, flood control, water and sewer. Presentations from various city personnel and questions from council members took up close to an hour.
Another budget hearings will be held Monday, Nov. 21 with a final adoption set for Dec. 5.
