KCSD Board Unanimously Approves Renewal for Sugar Valley Rural Charter School

MILL HALL — The Keystone Central School District Board of Directors held a special meeting on Thursday, April 17, 2025, to consider the renewal of the charter for Sugar Valley Rural Charter School.

There were no public comments during the brief session, which focused solely on the renewal.

Board member Mr. Knauff made the motion to approve the charter renewal, which was seconded by Mr. Scaff. The vote proceeded with a roll call, resulting in unanimous approval among the eight board members in attendance. Mr. Cannon was absent.

Prior to the vote, board member Ms. Lynch shared her appreciation for the Sugar Valley team.

“Thank you. I just wanted to thank the Sugar Valley group. They were very wonderful to work with,” Lynch said. “I had a really great experience being able to watch the whole procedure. And I just want to let you know I am voting for this. I think they’ve done a really good job and are great for the community, but I will say this: I did approve and wanted to see 20 more students for them. So I’m not going to vote no — I’m definitely going to vote yes — but I just want to go on record that I wanted them to have the 20 additional students. They’ve worked very hard.”

The final vote tally was as follows:

  • Dr. Baldino – Yes
  • Mr. Knauff – Yes
  • Mr. Cannon – Absent
  • Ms. Lynch – Yes
  • Ms. Donahay – Yes
  • Mr. Scaff – Yes
  • Mr. Elling – Yes
  • Ms. Smith – Yes
  • Mr. Johnston – Yes
