City of Lock Haven Ordinance 2025-09: “Regulation of Other Vehicles”
The City of Lock Haven has adopted Ordinance 2025-09, which repeals and replaces Chapter 380 Article X: Regulation of Pedalcycles and Nonmotorized Vehicles. This new ordinance aims to regulate the use of various types of vehicles by clarifying where they are permitted or prohibited throughout the city to ensure public safety and maintain order.
E-Bikes and E-Scooters
E-Bikes and E-Scooters are permitted on private property, public streets (except prohibited areas), and bike lanes. Operators must yield to pedestrians and vehicles and obey all traffic laws.
E-Bikes and E-Scooters are prohibited on sidewalks and on the Lock Haven Levee Trail (William Clinger Riverwalk), and they are also prohibited on state-owned streets within city limits, including: Water Street, N. Fairview Street, Susquehanna Avenue, Bellefonte Avenue, Hill Street, E. Main Street, and E. Church Street. Riders are required to use lights when operating between sunset and sunrise.
Skateboards
Skateboard use is allowed on private property, the Hoberman Park skatepark, public streets, and bike lanes. Skateboarders must yield to pedestrians and vehicles and comply with all traffic laws. Skateboarding is prohibited on sidewalks and the William Clinger Riverwalk on the Lock Haven Levee.
Kick Scooters
Kick scooters may be used on private property, the Hoberman Park skatepark, public streets, and bike lanes. Riders must yield to pedestrians and vehicles and obey all traffic laws. Kick scooters are prohibited on sidewalks and on the Lock Haven Levee.
Personal Assistive Mobility Devices
These devices are permitted on private property, sidewalks, and road shoulders. They are prohibited on public streets, Paul Mack Boulevard and its on/off ramps, bike lanes, and the Levee beyond the Coreman Amphitheater.
Bicycles
Bicycling is permitted on private property, road shoulders, and in bike lanes. Bicycles may also be used on sidewalks, except in the Central Business Zoning District, on Bellefonte Avenue between E. Park Street and Spring Street, and on the Levee’s Riverwalk. Bicycles must be equipped with proper lighting when operated between sunset and sunrise.
Electric Skateboards and Electric Unicycles
These devices are only permitted on private property and are prohibited from all public streets, sidewalks, bike lanes, and the levee’s Riverwalk.
Motorized Pedalcycles and Motor Scooters
These vehicles are allowed on city streets and require a valid state driver’s license, registration, and insurance. Their use is banned on all city sidewalks, bike lanes, and on the Lock Haven Levee.
Violations of this ordinance may result in a minimum fine of $50 plus court costs. The City of Lock Haven aims to ensure public safety and order with the implementation of this ordinance.

Renovo Police Department News:
Woman Charged in Series of Burglaries and Credit Card Theft in Renovo; Arrested and Arraigned
The Renovo Police Department has charged Mandy Anderson, 44, with multiple felony offenses stemming from incidents that occurred between May 29 and September 4, 2025.
According to police, Anderson is accused of burglarizing an apartment at 300 Huron Avenue in Renovo, where she allegedly stole a credit card. Police say she went on to make 18 unauthorized transactions at multiple locations across various parts of Clinton County, reportedly stealing over $3,400 in cash and racking up associated fees.
On October 6, 2025, Magisterial District Judge Mills issued an arrest warrant for Anderson, listing a total of 71 felony charges. The charges include one count of Burglary, 18 counts of Theft by Unlawful Taking, 18 counts of Receiving Stolen Property, 18 counts of Access Device Fraud, and 16 counts of Identity Theft.
Following the issuance of the warrant, police sought the public’s help in locating Anderson. Anyone with information about her whereabouts was encouraged to contact Renovo police or submit a tip through their CrimeWatch website, but on November 12, 2025, Mandy Anderson was arrested and arraigned before Magisterial District Judge Keith Kibler. Her bail was set at $10,000 unsecured.
