Woodward Township Police Department News:
National Police Week
This year, May 11-May 17 is National Police Week, with Thursday, May 15 being Police Memorial Day. In the law enforcement community, this week is a time for reflection, remembrance, and gratitude, serving as a solemn reminder of the courage and dedication of our fallen officers. In 2024, there were 147 federal, state, county, municipal, military, tribal, and campus officers who died in the line of duty. This year, as of the beginning of May, there have been 25 line-of-duty deaths so far. We would ask that everyone take a moment to remember these fallen officers as well as the officers, troopers, deputies, constables, and other law enforcement personnel who are out there every day making our communities a safer place. We honor these heroes and their families, who have made the ultimate sacrifice today and every day. Rest easy, brothers. We have the Watch. To those who continue to serve, we thank you for your unwavering service and commitment. And in the words of Sergeant Estherhaus from the old Hill Street Blues TV show, “Let’s Be Careful Out There.”

Offenses Charged:
Tylar Titus, 35, of Lock Haven, was arrested for Theft. On December 23, 2023, at approximately 8:00 p.m., Titus broke the window of a 2006 Ford Explorer that was parked at 208 E. Church Street and stole it. The vehicle was later recovered with blood inside.
Hailey Gillott, 21, of Lock Haven, was arrested for Neglect of Animals. On April 2, 2025, at approximately 12:45 p.m., ten puppies, along with their mother, were taken from Gillott’s apartment. Police say the mother was malnourished and also had fleas.
Rebecca Schwab, 54, Lock Haven, was arrested for Theft of Mail. On April 15, 2025, at approximately 11:15 a.m., in the 10 block of N. Jones Street, Schwab took a package belonging to another person. The value of the package was $14.59.
Michael Dennison, 33, McElhattan, was apprehended for Resisting Arrest, Disorderly Conduct, and Possession of Drug Paraphernalia. On April 27, 2025, at approximately 5:00 p.m., officers were called to the Lucky 7 Travel Plaza located at 360 E. Walnut Street for the report of a male refusing to leave. Officers made contact with Dennison, who was still refusing to leave and had a warrant for his arrest. When officers attempted to take Dennison into custody on the warrant, he attempted to flee and resisted officers’ attempts. Once in custody, Dennison was found to be in possession of drug paraphernalia.
Alvin George, 24, Lock Haven, was arrested for Terroristic Threats, False Imprisonment, and Intimidation of Witnesses or Victims. Between May 1, 2025, at 10:30 p.m. and May 2, 2025, at 1:00 a.m., George threatened to punch a female victim in the face if she called 911 during a domestic dispute. He then refused to let her out of the bathroom when officers arrived due to a third-party call. The victim knew the officers were there but was in fear of George and did not yell for help.
April Butler, 31, Mill Hall, was apprehended for Resisting Arrest, False Identification to Law Enforcement, and several vehicle code violations. On May 2, 2025, at approximately 1:30 p.m., Butler was stopped on E. Park Street for multiple vehicle code violations. During the stop, Butler provided a false name and date of birth to the officer. The officer ran the information provided, which came back to someone other than Butler. The officer attempted to take Butler into custody when she began to pull away and resist the officer’s efforts.
Gail Weaver, 44, Lock Haven, was arrested for Burglary, Criminal Trespass, Evading Arrest on Foot, Theft, and other related charges. On April 27, 2025, at approximately 6:40 p.m., Weaver entered a residence in the 200 block of N. Washington Street, went into an office where she locked herself in, damaged property, and took paperwork. Weaver then fled the area on foot, but officers located her at the intersection of Grant Street and E. Water Street. Weaver was told to stop, but she continued to attempt to run from officers until she fell, at which time officers were able to take her into custody.

Mill Hall Borough Police Department News:
Roy Fox of Mill Hall was cited for summary charges of Theft of Services and Defiant Trespassing stemming from an incident that occurred on April 27, 2025. Fox disposed of trash in a dumpster, which he didn’t have permission to use. The property where the dumpster was located had posted No Trespassing signs to warn others not to use this property to dispose of trash. Citations were filed through Magisterial District Court 25-3-02.
Abigail Webb of Mill Hall was cited under Mill Hall Ordinance §10-101: Grass and Weeds, for failing to maintain her property per borough ordinance. A citation was filed through Magisterial District Court 25-3-02.
Ronald Myers of Lock Haven was cited under Mill Hall Ordinance §10-101: Grass and Weeds, for failing to maintain his property in Mill Hall per borough ordinance. A citation was filed through Magisterial District Court 25-3-02.
Bull Run Properties LLC of Loganton was cited under Mill Hall Ordinance §10-101: Grass and Weeds, for failing to maintain its property in Mill Hall per borough ordinance. A citation was filed through Magisterial District Court 25-3-02.
Heidi Williams of Mill Hall was cited under Mill Hall Ordinance §10-101: Grass and Weeds, for failing to maintain her property per borough ordinance. A citation was filed through Magisterial District Court 25-3-02.
Jacob Walters of Mill Hall was cited under Mill Hall Ordinance §10-101: Grass and Weeds, for failing to maintain his property in Mill Hall per borough ordinance. A citation was filed through Magisterial District Court 25-3-02.
Samuel Beiler of Allenwood was cited under Mill Hall Ordinance §10-101: Grass and Weeds, for failing to maintain property in Mill Hall per borough ordinance. A citation was filed through Magisterial District Court 25-3-02.
Park Barner of Mill Hall was cited under Mill Hall Ordinance §10-101: Grass and Weeds, for failing to maintain his property in Mill Hall per borough ordinance. A citation was filed through Magisterial District Court 25-3-02.
