Keystone Central School Board Begins Process to Terminate Frazier

BALD EAGLE TOWNSHIP — Among actions at last week’s Keystone Central School Board meeting was board approval to begin the process to terminate former district teacher Scott C. Frazier.

While the district did not identify Frazier by name at the public meeting, The Record has learned the action was directed at the former Central Mountain High School music and drama teacher.

The board action earlier this month comes after Frazier in May of this year had entered a guilty plea before President Judge Craig P. Miller to one count of harassment, a summary offense.

Frazier’s May plea came just days before he was scheduled for jury selection in Tioga County for what would have been the third jury trial for the former drama club advisor at Central Mountain High School.  Frazier’s first trial resulted in a mistrial as jurors were unable to reach a unanimous verdict.  Frazier, 45, was convicted following a second trial, but the verdict was overturned by President Judge Craig P. Miller after evidence was discovered that testimony and evidence may not have been reliable.

Frazier had been suspended by the school district in 2013 without pay after he had been charged with one count of indecent assault, a second degree misdemeanor, and one count of harassment for allegedly touching a then-18-year-old male student in the early morning hours of March 28, 2013.

While school district officials have declined to identify the individual the board acted on last week, The Record has received confirmation it was Frazier. A district source said the vote was one to recommend termination, part of the process in which the party named may request a hearing.
