City – Suburban Water Authority in standoff over Sunset Pines water line relocation

LOCK HAVEN, PA -Lock Haven City Council went on record Monday telling the Suburban Water Authority it has until June 30 to relocate a Suburban waterline in Sunset Pines. A letter to that effect, signed by City Manager Greg Wilson and dated May 2, will go to the authority, telling Suburban it is responsible for the relocation costs.

The city wants the line moved so it can proceed with an already-bid storm water management project. But whether the line is relocated by the end of June remains to be seen. Greg Mayes, Suburban Water Authority Manager spoke to council after it unanimously agreed to tell Suburban it had to relocate the line. Mayes said the city can’t compel the authority to move the line, reading a letter from Authority legal counsel.

The topic discussion ended Monday night as letters from lawyers from both sides will be reviewed. Prior to that council approved reconsideration of the successful bid from HRI, Inc. in the amount of $240,310 for Phase II of the Sunset Pines work. The bid was first considered in February, then the work was delayed because of the City/Suburban differences.

An engineer for the project says the two-inch water line at 33-35 Sylvan Drive serves two customers and is in a ditch line of the proposed storm sewer and has to be relocated.
