City Council Discusses Use Requests, Water Authority, Mill Hall Pool

LOCK HAVEN – City Council met Monday evening for their one-and-only meeting in February.
In a very “business as usual” meeting Monday, city council voted to approve use requests from Clinton County Arts Council and the Lock Haven VFW. The use request is to close a portion of East Water Street from Jay to Grove on Sunday, May 25 for a Memorial Celebration at Veterans Park. The event, happening from 3:00 p.m. to 11:00 p.m. will include live music, vendors, and fireworks.
City Council also shared correspondence from Sentimental Journey, advertising that this year’s event will take place June 17-21 at the airport and museum. Pancake breakfasts for May 4 and September 21 were also discussed, as the FAA has implemented what City Manager Greg Wilson described as “new non-aviation use rules for general aviation airports.”
“The solicitor worked with Director of Community Life Kasey Campbell to come up with guidelines and an application process, and we need to review if the pancake breakfasts fall under these new rules,” Wilson said. “If they do, then we will work through the process.”
 Under unfinished business, city council discussed Resolution No. 2025-02 to authorize legal action necessary to transfer the water system from the City Authority to the City of Lock Haven.
“The City Authority has not signed the agreement, nor held a public meeting, so the city drafted a resolution in consultation with the city attorney to authorize legal action to transfer from CIty Authority to the City of Lock Haven,” Wilson said.
City Councilwoman Barb Masorti urged that council “try to meet and talk with the City Authority.”
Council also briefly discussed the request for funding for the Mill Hall Pool project.
“Mill Hall should be putting the project out to bid this year, so far they have about $450,000 toward the project,” Wilson said. Masorti added that council should wait until budget season to see where the city stands financially, adding that this could possibly be “worked into the budget.”
New business items included recommending that the CDL requirement for part-time drivers at  City of Lock Haven Fire Department be waived, and that the consideration of a water line easement with TES WP Airport Solar, LLC also known as Tangent, be approved in the event that the city needed to access the water lines there. Both items were approved by the council.
Lastly, total real estate taxes for 2024 that were returned to the city totaled $322,139.49, for a collection rate of around 90%.
All city council members were present.
