County Commissioners Approve Agreements with STEP Inc., Geisinger, Probation Dept., Children and Youth Services, and More at Thursday’s Voting Session

LOCK HAVEN— The Clinton County Commissioners met Monday and Thursday this week for their bi-weekly work and voting sessions. During Thursday’s voting session, the commissioners opened bids for annual sprinkler system inspections at the Clinton County Correctional Facility and the County’s Department of Emergency Services facility, which were then tabled for staff review. Agreements with the Clinton County STEP Inc. office, Geisinger Medical Center, Probation Department, and Children and Youth Services were also approved Thursday. 

The commissioners approved an agreement between the county and STEP Inc. for the 2024-2025 medical assistance transportation program. During Monday’s work session, the commissioners heard from the STEP office’s transportation program director, who explained that the program provides transportation for medical assistance recipients in Clinton County and anticipates making approximately 9,790 trips for county residents. The agreement is effective through June 30, 2025, and the services will be provided using grant funding from the PA Department of Human Services in the amount of $568,232.00. 

Next, the commissioners approved an agreement between the county and Geisinger Medical Center for a Quick Response Service (QRS) medical director at the county’s Department of Emergency Services (DES). DES Director Jonathon Plessinger was present at Monday’s work session and explained that the DES needs a new medical director, so they contacted Geisinger Medical Center and found Dr. Schoenwetter. With the commissioners’ approval, Dr. Schoenwetter will be the new medical director for the Clinton County DES. 

The commissioners approved a project modification request for the Clinton County Law Enforcement Treatment Initiative (LETI) Program at the County Probation Department. The modification request reallocates existing grant funding to support marketing and training for the LETI program. The LETI program allows law enforcement officers to guide individuals suffering from addiction into treatment rather than diverting them into the criminal system.

A contract between the county and Justin P. Miller, Esquire, for legal services at the Children and Youth Services (CYS) Agency was approved at an hourly rate of $100.00. The commissioners also approved an agreement with the University of Pittsburgh School of Social Work to enroll Julie Heverly as a part-time student in the Child Welfare Education for Leadership (CWEL) Program at the CYS agency at no cost to the county. Currently, two CYS staff members are enrolled in the program and will continue their employment at the Clinton County CYS agency upon completion.
