Lock Haven Man Sentenced to State Prison for Cocaine Distribution

LOCK HAVEN-Vincent Anthony Riggs-Mauck, 34, was sentenced Tuesday by Clinton County President Judge Craig P. Miller for selling cocaine in Lock Haven late last year. Miller imposed a total term of 10 years incarceration in a state correctional institution, with parole eligibility after 37 months.   

Riggs-Mauck was the target of a State Police drug investigation for several months in 2023, and police made several drug purchases from him over the latter half of 2023, according to the original criminal complaint.  

Riggs pled guilty to two sales of cocaine, occurring at his Linden Street residence in August and September. The cocaine sales were arranged by Riggs-Mauck and a confidential informant for 3.5 and 7 grams, with purchase prices of $250.00 and $500.00, respectively.   

At sentencing, Riggs-Mauck’s attorney, Kyle Rude, argued that police made multiple purchases from his client in an effort to “load up” charges on his client in the hope of getting a longer sentence. Rude asked the Court to impose concurrent sentences and a 15-month minimum sentence, with a maximum of no more than 36 months. 

District Attorney Dave Strouse argued that every time Riggs-Mauck sold drugs, he committed a new crime in the eyes of the law, and in this case, he sold larger quantities of cocaine, unlike typical street dealers. Strouse asked Judge Miller to impose a total maximum sentence of no less than 10 years, citing Riggs-Mauck’s extensive criminal history and apparent lack of desire to stop committing serious crimes.   

In the end, Judge Miller imposed the 10-year maximum sought by the Commonwealth, stating that the defendant was selling large amounts of cocaine and had not changed his behavior despite several prior stints behind bars.
