Charges Filed against Two Men Following Shooting in Lock Haven

LOCK HAVEN – Clinton County District Attorney Dave Strouse and the Lock Haven City Police announced Thursday that charges have been filed against two men relating to a reported shooting in the city on Feb. 22. Zachary Michael Noll, 20, of 107 E. Park St. Lock Haven, and Elijah Jason Fletcher, 21, of Eagle Valley Road, Loganton, were both charged with various felony and misdemeanor offenses as a result of the incident.

A release from the district attorney’s office said that on Feb. 22 at 2:02 a.m. city police were dispatched to the reports of gunshots fired in the 200 block of W. Church Street. Upon arrival officers located eight .45 caliber shell casings in the roadway. Two individuals involved in the shooting had reportedly fled the area in a white Mercedes. The two individuals were later identified as Noll and Fletcher. Officers later located the two at 107 E. Park St. in Lock Haven along with the white Mercedes.

Police obtained a search warrant for 107 E. Park St. where they located a large amount of marijuana separated into over 20 different packages. Scales, unused drug packaging materials, and other items of drug paraphernalia were also located. Over $3,000 in US currency was seized, as was the white Mercedes. Officers also seized a Hi-Point .45 Caliber Carbine Rifle that was consistent with the firearm described to have been used earlier in the shooting on W. Church Street.

Police allege that Fletcher and Noll had traveled to a W. Church Street residence together in Noll’s Mercedes. After entering a residence at that location, Fletcher and Noll became involved in a physical altercation with other individuals at the home. Witnesses allege that Fletcher and Noll both fled the residence, but then returned in the white Mercedes with Fletcher holding a black “military-style” firearm. Fletcher is alleged to have pointed the gun at a 19 year old male along W. Church Street before firing several shots in an unspecified direction.

Noll was charged with possession with intent to deliver a controlled substance, possession of a controlled substance and possession of drug paraphernalia. Noll was arraigned and released on a $20,000 bail.

Fletcher was charged with persons not to possess a firearm, simple assault, recklessly endangering another person, disorderly conduct and public drunkenness. Fletcher was arraigned and is currently in the Clinton County Correctional Facility on a $50,000 bail.
