Poorman Charged with Off Premise Sign Violation

lh-sealLOCK HAVEN — Three off-premise signs promoting a Castanea business have appeared around Lock Haven’s downtown and a local businessman has been charged with violating the city’s off-premise sign law.

City zoning officer Cyndi Walker said Stephen Poorman was issued notice of violation on Feb. 23 for a Collision Center off-premise sign erected at Poorman’s Market House and Grove property on E. Church St. and this week for the Robert Rosemeier property at Bellefonte Avenue and Commerce St. Additonally Walker said a Collision Center sign was posted on a Grove St. wall at a former Poorman property now listed as owned by Heffner LLC.

City regulations for off-premise signs require approval from the Lock Haven Zoning Hearing Board and Walker said no one has sought that approval for the signs in question. Poorman has until March 24 to respond for the Church St. signage and April 23 for the Bellefonte Avenue sign; otherwise the alleged violations go to district court for resolution. Walker said the penalty for each offense is a fine up to $500 and court costs.

The Collision Center is a Castanea Township business operated by the Rosemeier family. Poorman has power of attorney for Robert Rosemeier, a local businessman who with Poorman is now involved in litigation relative to the sale of his holdings at Bellefonte Avenue and Commerce St.
