City Briefly Discusses Proposal to Provide Fire Protection Services to Mill Hall Borough

LOCK HAVEN – Lock Haven City Council met Monday evening for their regular bi-weekly meeting.
Under unfinished business was the response from Mill Hall Borough regarding an intergovernmental cooperative agreement relating to the city providing fire protection services to the borough.
“The borough reviewed Council’s proposal for providing fire service and their comments were forwarded to the Fire Advisory Board,” City Manager Greg Wilson said.
“Some items within the proposal will be incorporated and some have been clarified already with the borough and are presumably okay.”
Councilman Steve Stevenson added that the proposal sounded “too wordy,” and there was much “unneeded information about how we do things” and “fluff.”
“There will be a Special Fire Advisory Board Meeting upcoming,” he informed City Council.
In other news, Ray Andrews and the Free & Accepted Masons LaFayette Lodge of Lock Haven will be installing a decorated Christmas Tree at Triangle Park from Sunday, November 23 to Saturday, January 3, 2026.
Ordinance Number 2025-09 amending Chapter 380 Article X regulating pedal-cycles and other vehicles passed its second reading on Monday evening. Mayor Long asked the public to read and review the ordinance in its entirety.
“People usually tend to read the headline only, or pieces of it,” he said. “It is not set in stone and we can go back later and change something to better accommodate if we need to.”
Tyler Semder, a Recreation Planner with the Bureau of Forestry, DCNR, sent a letter to city council seeking a joint watershed trail system study and assessment for part of Bald Eagle State Forest and part of the Lock Haven Watershed lands.
The letter stated that he was seeking to gauge the city’s. interest in a future joint trail study, to which city council agreed to allow the study. At this time, there is no expense to the city for the study.
Fall leaf collection is currently underway within the city limits.
Bagged leaf collection is November 10 and 12. Bags must be placed at curbside for pick up and must weigh no more than 50 pounds.
Raked leaves are to be raked into the gutter or raked between the curb and sidewalk. This collection takes place November 3 – November 14.
Sunset Pines leaf pick up is set for November 17, 18, and 19. Leaves should be raked onto the shoulder of the road.
Greg Wilson reminds the public that only leaves should be raked into piles.
As for other matters, the Ross Library has chosen two Executive Director candidates. One of which was part of a meet and greet earlier this week. A second meet and greet opportunity is planned for Saturday at 12:00 p.m. at the library. Anybody interested in meeting a candidate is asked to attend.
The next Walk with Council will be held on Saturday, November 22 at 9:00 a.m. The walk will begin at Veterans Park.
The next regular meeting of City Council will be November 17, 2025 at 7:00 p.m.
