Lock Haven Council OKs Liquor License Transfer

LOCK HAVEN – City Council held a Public Hearing to consider authorizing the transfer of a liquor license during Monday evenings meeting.

Parker Everett of The Haven Exchange, LLC was present to answer questions pertaining to the transfer of liquor license number R-20057 from Porter Township to the City of Lock Haven.

His concept for The Haven Exchange which will be based out his newly-purchased bank building, the site of the former Northwest Bank at 104 East Main Street, is unique for the area: it provides patrons the opportunity to “sip before you buy,” allowing them to purchase a drink in ounces (one, two, or three ounce increments), from a self-pouring machine, by using an RFID card or a wrist band with a preloaded amount of drinks built into it.

Accompanied by attorney Paul Ryan, Everett was present to answer questions that his attorney and city council posed.

“It will be an open concept space using the existing bank floor plan and adding a small kitchen,” Everett explained. “The main floor will have the tap system by the old teller station tables, and the vault area for dining and seating.

As for staffing, Everett explained that there will be a total of eight to ten staff members, all having to pass certifications from the Pennsylvania Liquor Control Board in order to serve alcohol and manage the establishment.

Food will be served on site, with QR codes on the tables for quick ordering and waitresses to serve food and help patrons who do not utilize QR codes or cell phones.

Approximate seating in the establishment will be around 40 and current plans are to be open Thursday – Sunday with estimated hours of 4:00 p.m. to midnight on Thursday, Friday, and Saturday.

City councilman Steve Stevenson was the first of the council to welcome Parker to town, adding that this will “bring people into the downtown area.”

Council passed the authorization unanimously.
