* WHAT...Flooding caused by excessive rainfall continues to be
  possible.

* WHERE...A large portion of Central Pennsylvania, including the
  following counties, Bedford, Blair, Cambria, Cameron, Clearfield,
  Cumberland, Franklin, Fulton, Huntingdon, Juniata, Mifflin,
  Northern Centre, Northern Clinton, Northern Lycoming, Perry,
  Potter, Snyder, Somerset, Southern Centre, Southern Clinton,
  Southern Lycoming, Sullivan, Tioga and Union.

* WHEN...From late tonight through late Friday night.

* IMPACTS...Excessive runoff may result in flooding of rivers,
  creeks, streams, and other low-lying and flood-prone locations.

* ADDITIONAL DETAILS...
  - Debby will bring heavy rainfall over the Watch area early
    Friday morning through early Saturday morning. Widespread
    rainfall accumulations of 3 to 5 inches are expected with
    locally higher amounts of 6 to 7 inches possible.
