LOCK HAVEN – Mid-state contractor HRI Inc. is the successful bidder for the next round of Lock Haven’s East Water Street Streetscape Project. City council opened bids Monday night and the low bid came in at $527,906, close to the estimated cost, according to city manager Rich Marcinkevage. The bulk of the costs will be covered through a state Keystone Community Grant of $452,446. The improvement work will be carried out on Water Street from Grove to Jay Streets. Similar work is now underway on Water from Vesper to Grove. Improvements will include new sidewalks, curbing and street lights.
