School Board to Consider Consulting Services for Staffing

BALD EAGLE TOWNSHIP – Due to an enrollment decline of over 450 students within the last 10 years, the Keystone Central School Board will be considering hiring a consulting firm to conduct a staffing study for the district.
If approved, Devopar Consulting of Lititz, PA will be hired to conduct an independent review of staffing requirements in all areas including but not limited to Administrators, Teachers, Support Staff, Food Service, and Custodial personnel.
“The district is interested in determining a process for “right-sizing” staffing throughout the school district,” the proposal said.
The proposal goes on to say that the study is not to exceed $12,000.
A brief discussion took place, including asking if a request for proposals (RFP) was put out to be able to compare Devopar’s proposal with others.
Dr. Redmon replied that other consulting agencies did not respond in time and that there “were not many folks that do this line of work.”
Board Member John Miller mentioned that he “needs to have something to compare the proposal to.”
“I don’t want to spend the money but we cannot just jump in and grab the smallest fish in the tank,” Miller said.
A motion was made to ask board members if they would desire a presentation by Devopar prior to voting on the staffing study. The motion passed.
Devopar’s proposal includes analyzing the future of special education needs in the district by reviewing Early Intervention trends, reviewing the class enrollment reports for each classroom throughout the district and reviewing related services personnel and administrative services and job descriptions at all levels, reviewing educator certifications, reviewing the collective bargaining agreement, reviewing support personnel services, reviewing administrative services, performance data analysis, and a final report.
Devopar also provides services in interim support, capacity planning and configuration analysis, academic and leadership support, school operations, operations planning, charter school recapture, and special education programming review.
An executive session was held before the Work Session to discuss personnel issues.
