Riverfest plans underway, river lot lottery winner announced

WOODWARD TOWNSHIP – Woodward Township Supervisors held their May monthly supervisors meeting Tuesday night.

Though there was no correspondence to review, supervisors posed the statement to those present, “nobody wants to run for auditor.”

According the the bills to be paid portion of the meeting, supervisors mentioned the $8,600 bill to Klein & Rizzo, Inc., the CPA/accounting firm with an office in Avis.

“Nobody wants to run for auditor and here we have to rely on a CPA firm to run the audit reports for the township,” Supervisor John Barth said. The bill for the audit was just shy of $9,000. If anyone in the township is interested in running for auditor, please seek out this elected position in the next municipal election.

Riverfest was also mentioned by Supervisor Kyle Coleman.

“I made phone calls this week confirming vendors, we just signed Snyder’s Concessions for some things, we are working out the band schedule, vendors, putting posts up on Facebook for selling Duck Derby tickets, and we are getting it all fired up,” Coleman said.

The question of the ever-famous “beer tent” from the Jaycee’s Labor Day Regatta of years-gone-by was brought up by a township resident.

“We were trying to do it, Shaun Dale of The Old Corner was interested and willing to do everything with it, but since he has a business he cannot obtain a permit,” Coleman said. “I’d really like to see it come back but there are significant issues with insurance liability, getting the people to help to run it, it’s just all hard to do.”

The lowest bid for the Lockport Heights Cross project, replacement of a 24″ pipe that runs under the road by the boat launch and small parking lot, was awarded to Wyde Excavating at a price of $19,898.88. The project, which includes digging about 15-18′ at the deepest part, replacing the pipe, compacting, and backfill, received two bids, the higher bid being from Toner Trucking & Excavating.

Bids were opened for stone and winter rock salt for the keep the stock replenished for the township. The winning bids for various stone were awarded to Heidelberg Materials North America (formerly Hanson Aggregates) for all except 1B stone which was awarded to Glenn O. Hawbaker who came in $1.05 less per ton.

The rock salt bid for the upcoming winter 2024/2025 season was awarded to American Rock Salt at $93.71/ton.

The available river lot for rent between Jay Street and the Boat Launch, which was announced late last night via social media, was drawn Tuesday evening. The winner, if accepted, is Casey Caprio, with Courtney Shaffer as first runner-up and Hailey Farr as second runner-up if the others decline the river lot rental for the summer season.

Woodward supervisors reviewed excavator specifications for a possible upcoming purchase of an excavator to help with township projects.

“We are looking at excavator prices for doing ditch work, catch bases, which would be the main purpose of the machine,” Coleman said.

More questions need to be answered prior to the supervisors officially voting on the purchase of the new piece of machinery. As well, supervisors mentioned needing to start their research on a new trailer and the CDL license specifications for hauling.

From the floor, a township resident expressed her dissatisfaction with other residents blowing their grass cuttings into the road and not cleaning up after themselves.

“I think you ought to put a notice out in the papers to keep it off the road, or blow it off the road when you’re done cutting,” she said.

Other complaints from residents were expressed over the massive Suburban Water project taking place along Cider Press Road and Coudersport Pike. Driving up the hill, it is evident of the scale of construction underway to install upgraded water lines form 4″ to 8″ along the roads. Driveways and yards have all been left in ruin, for the lack of better words, during the project.
