Multiple business projects pending in Clinton County


LOCK HAVEN, PA – Three western Clinton County projects remain very much on the drawing board, according to Mike Flanagan, president/CEO of the Clinton County Economic Partnership.

Flanagan provided a development report to the partnership’s membership at its quarterly online meeting Wednesday.

The western Clinton County projects and their status, per the CCEP official:

KeyState Opportunity – The company is planning a natural gas petro chemical plant near Keating in Clinton County.

Solar field – Apex Clean Energy received county zoning hearing board approval in January regarding a large solar panel field near Keating, not far from the planned KeyState project.

Renovo Energy Center (REC) – The company remains optimistic about developing a power plant in the former rail yards with possible demolition/construction beginning this year. DEP is reviewing comments made to REC’s proposed amendment to its previously approved air quality permit.

Other projects/events and their status, per Flanagan:

LHU integration – “We continue to keep abreast of the situation, and have personally asked the new Lock Haven University interim President to try and keep LHU the same as possible, even though we know some ‘rightsizing’ is needed. We will also convey thoughts to the Chancellor’s office.”

First Quality Tissue – The company announced a few months ago on its website that it plans to install two new tissue machines, with Anderson, SC being chosen as one of the sites. Flanagan indicated the community is hopeful the second machine would be ticketed for Lock Haven/Castanea. If so, it would be the fourth machine at the local facility.

Also:
Nicholas Meat – The meat processing facility near Loganton shut down temporarily on Feb. 23 and began operations again shortly after that date, according to the company. DEP has issued a cease and desist order prohibiting Nicholas from spreading “food processing residuals” on surrounding snow-covered fields.

Lamar Township Business Park – The Partnership has about 50 acres remaining to sell at the park. A Keystone Opportunity Zone extension request on the remaining acreage was approved by the state. The KOZ benefits now run until Dec. 31, 2027.

The vacant BJ Services facility is officially for sale, and listed for $5.25 million. There is some interest in the facility.
Terrapin – The medical marijuana facility in South Avis finished a second phase expansion late last year, and has approximately 100 employees.
