Keystone Central Retains Tax Office for Real Estate Taxes

BALD EAGLE TOWNSHIP – Keystone Central School Board met last Thursday to vote on a third-party tax collector to collect Local Services Tax (LST) and Business Privilege Tax (BPT).
The school board voted in favor of the administration’s recommendation to elect Berkheimer to collect both the Local Services and Business Privilege Taxes for municipalities, while continuing to provide in-house tax collection services for real estate taxes, retaining the current tax office employee to perform this duty.
Maintaining the current tax office employee for real estate tax collection provides the following key benefits:
Oversight of third-party collections for Earned Income Tax (EIT), BPT, and LST.
Experienced knowledge of district taxpayers and billing processes.
Ongoing monitoring of district tax revenues.
Ensures Act 80 compliance by verifying taxpayer addresses and PSD codes.
Preserves approximately $70,000 in annual revenue from tax certifications and duplicate receipt processing, which would otherwise be lost if outsourced.
Collection of the LST and BPT taxes by Berkheimer will begin in 2026.
