FOURNIER BOUND OVER FOR TRIAL IN MURDER FOR HIRE PLOT

Lock Haven – Kevin Scott FOURNIER, 46, of Delaware Ave., Jersey Shore, PA. had Criminal Solicitation to Commit Homicide of a Police Officer, a Felony of the 1st Degree and Terroristic Threats a Misdemeanor of the 1st Degree, charges bound over to court on Monday, January 12, after his Preliminary hearing held at Central Court at the Clinton County Courthouse. Sgt. Dennis Gill of the Pine Creek Township Police Department charged FOURNIER in September of last year alleging a murder for hire scheme Fournier was arranging for his intended victim, Pine Creek Township Police Chief Dave Winkelman.   Police allege that Fournier blamed Chief Winkelman for the “life situation” he found himself in. Chief Winkelman responded to and investigated a call from a local Water Authority in regards to Fournier having an illegal connection to the water line after the Authority had shut off his water.  Chief Winkelman charged Fournier with Theft of Services. The Renovo Police Department has arrested 57 year old James Evans, currently of Renovo, stemming from incidents which occurred on 3 dates between 01/05/26 and 01/09/26.  Evans breached the lock on an apartment at Ransdorf Manor, 350 Huron Av, and removed multiple household items valued at around $125.  Evans was not authorized to enter this apartment, and did so in the middle of the night and made efforts to conceal himself.  At one point, Evans covered a security camera to avoid detection. On 01/15/26, Evans was charged with 2 counts of F1 burglary, 2 counts of F2 criminal trespass, 2 counts of M2 Theft by Unlawful Taking, 2 counts of M2 Receiving Stolen Property, and one count of summary criminal mischief.  Evans was arraigned by MDJ Mills and committed to the Clinton County Correctional Facility in lieu of $20,000 bail.
