Chestnut Grove Robbie Gould Youth Sports Complex site in temporary delay mode
LOCK HAVEN, PA – The Chestnut Grove Recreation Authority plans to use Clinton County’s new planner/engineer to further along its Robbie Gould Youth Sports Complex, a massive undertaking between the Lock Haven By-pass and Bald Eagle Creek in Castanea Township.
Authority chairman Marci Orndorf discussed the agency’s plans with the Clinton County Commissioners at their Monday work session. Orndorf said considerable progress on infrastructure was made over the summer, but the project is now without an engineer to assist with work needed to seek construction bids.
Interestingly, the current county planner/engineer is Steve Gibson, who had been working with the authority in his previous capacity with McTish Kunkle, project engineers. But Gibson is now with the county, so the authority is proposing an MOU (memorandum of understanding) with the county; it will allow the authority to utilize Gibson’s services and reimburse the county for his work.
Commissioner Angela Harding said the MOU is being developed and it is hoped to have it ready for a board vote at Thursday’s voting session, with approval from the authority board to follow. Board chairman Miles Kessinger indicated the agreement would get the commissioners’ support to “get the project moving again.”
The $1 million project this summer was approved for a $300,000 grant from the state Department of Conservation and Natural Resources. Ordnorf said engineering help is needed to meet the DCNR guidelines for bidding.
