Lock Haven Police Department News:
Stolen Vehicles
On September 15, 2025, the Lock Haven City Police Department received reports of two stolen vehicles, in addition to multiple incidents of vehicles being entered and items stolen.
The first vehicle theft occurred in the area of Evergreen Commons, 300 Foundation Drive in Lock Haven. The stolen vehicle is a 2022 white Ford Bronco with Pennsylvania registration MPF3085 and a Commonwealth University sticker on the rear window. The theft occurred sometime between the late evening of September 14, 2025, and 8:00 a.m. on September 15, 2025.
The second vehicle theft took place in the 300 block of E. Bald Eagle Street in Lock Haven. This vehicle is a 2019 four-door white Nissan Sentra with Pennsylvania registration MRD1680. It was stolen on September 15, 2025, between approximately 10:45 a.m. and 11:45 a.m.
In addition to these vehicle thefts, LHPD received numerous reports of vehicles that had been entered into, with some of them reporting that items had been stolen from them.
LHPD urges residents of the City of Lock Haven and surrounding communities to remove keys and key FOBs along with any valuables from within their vehicles, stating, “All vehicles that were entered were unlocked. However, even a locked door will not deter a criminal who observes valuable items within a vehicle and will likely break windows to get to these valuables. Remove your valuables, remove your keys and/or key FOB, put your windows up, and lock your doors.”

Juvenile Charged with Obstructing Administration of Law or other Governmental Functions, Resisting Arrest or other Law Enforcement
LOCK HAVEN— On August 31, 2025, at approximately 10:18 p.m., officers were called to the area of the 300 block of E. Water Street near the levee for the report of a group of disorderly juveniles. Officers arrived on scene and spoke to an off-duty police officer who reported that a group of juveniles had been repeatedly aggressive towards others and were scattering rubbish. As the crowd was dispersing, officers attempted to speak with the juvenile suspect that the caller identified, and, upon doing so, another juvenile attempted to physically pull the suspect away from officers. This second juvenile suspect was advised that he was obstructing a lawful investigation and was ordered to stop. Officers then attempted to detain this juvenile, who pulled away from the officers and physically resisted, defied lawful orders, and attempted to pull and/or push officers down the hill or down the concrete area of the amphitheatre. While doing so, the juvenile also put the safety and welfare of bystanders at risk of falling onto concrete, rocks, or down the hill. The 16-year-old juvenile was charged with Obstructing Administration of Law or other Governmental Functions (M2) and Resisting Arrest or other law enforcement (M2).

Juvenile Charged with Obstructing Administration of Law or Other Governmental Functions
LOCK HAVEN— On August 30, 2025, at approximately 8:55 p.m., officers were on foot patrol at the Labor Day Regatta in the 300-400 block of East Water Street when they were approached by an adult female who stated that a large group of juveniles were fighting on the levee. Officers ran to the area and found the large group of juveniles. While attempting to interview individuals involved, a 14-year-old male juvenile intervened and began yelling at the officers and the individuals they were attempting to speak with. The juvenile was so disorderly and loud that officers were unable to continue the investigation and warned the juvenile multiple times that his actions were obstructing the investigation. The juvenile continued, and for a period of time, the attention of the officers was diverted from the original investigation and focused on the disorderly juvenile. The juvenile’s actions obstructed the investigation to the point that officers were not able to speak with and identify a potentially injured victim in the original investigation. The juvenile was charged with Obstructing Administration of Law or Other Governmental Functions (M2).

James L. Bryant Charged with DUI or Controlled Substance, Reckless Driving, and other Charges
LOCK HAVEN— On August 6, 2025, at approximately 9:01 PM, officers were dispatched to the area of Bellefonte Avenue in response to a report of a disorderly vehicle. The caller reported that a red Ford F-150 was traveling on Route 150, swerving multiple times and nearly causing several head-on collisions.
Officers located the vehicle and observed it being driven erratically, without its headlights on. A traffic stop was attempted with the use of emergency lights and sirens. However, the driver continued to drive, proceeding onto East Church Street, then to Paul Mack Boulevard, and onto the East Walnut Street exit. The vehicle was approached by a second patrol unit with emergency lights and sirens activated, but the truck continued without stopping.
Officers were ultimately able to box the vehicle in, prompting the driver to come to a stop. The driver, identified as James L. Bryant, was asked if he was having a medical emergency, and he said that he was not. During their investigation, officers report that they noted indicators of alcohol impairment.
James L. Bryant was subsequently charged with Driving Under the Influence of Alcohol or Controlled Substance (Misdemeanor), Reckless Driving (Summary), Failure to Drive on the Right Side of Roadway (Summary), Failure to Use Required Lighted Lamps (Summary), and Duty of Driver on Approach of Emergency Vehicle (Summary).
