Lock Haven Police Department News

Felicia Woods, 38, was arrested for Theft of Services and Unauthorized Use of Automobiles. On July 8, 2025, at approximately 4:00 p.m., Woods was found to be operating a U-Haul van that had not been returned per her contract. Woods had issued an invoice with U-Haul for $13,109.58. 

Hailey Hackenberg, 22, of Lock Haven, was arrested for Trespassing. On June 16, 2025, at approximately 8:20 p.m., Hackenberg was found to be on Clinton County Housing property after she had been trespassed from that property.  

Brandy Peck, 39, of Lock Haven, was arrested for Endangering the Welfare of Children, Resisting Arrest or Other Law Enforcement, Possessing a Small Amount of Marijuana, and Possession of Drug Paraphernalia. On July 12, 2025, at approximately 1:01 p.m., Peck had violated a duty-of-care protection by allowing her Marijuana, Marijuana smoking device, and other Marijuana Paraphernalia, to be within reach of a 9-year-old child. Peck interfered with officers who were attempting to safely secure the child involved in a domestic violence situation. 

A 15-year-old female of Lock Haven was arrested for Trespassing. On July 9, 2025, at approximately 5:12 a.m., the juvenile female was located on Clinton County Housing property after having been served a notice banning her from the property. 

Natasha Mills, 31, of North Bend, was arrested on charges of Driving Under the Influence, Possession of an Open Container, Careless Driving, Failure to Drive on the Right Side of the Roadway, Operating a Vehicle Without a Valid Inspection Certificate, and Failure to Provide Required Registration and Certificate of Title. On June 25, 2025, at approximately 8:59 p.m., Mills was suspected of Driving Under the Influence, had an open container of alcoholic beverages within the vehicle, and was operating a vehicle that did not have a valid inspection or registration.  

Jeremiah Laubscher, 23, of Lock Haven, was arrested on charges of Fleeing or Attempting to Elude [Law Enforcement], Driving Under the Influence, and Driving with a Suspended or Revoked License due to a prior DUI. On June 27, 2025, at approximately 11:27 PM, officers attempted to conduct a traffic stop, but Laubscher fled the scene. After crashing his vehicle, it was determined that Laubscher was under the influence and driving with a suspended license.

Mill Hall Borough Police Department News:

Crash 

On June 27, 2025, at 2:40 p.m., Mill Hall Police responded to a three-vehicle collision in the 2900 block of Eagle Valley Road. Steven Henry Cummings Jr. was driving a 2011 Mazda northbound when he failed to notice a stopped tractor-trailer ahead of him. The tractor-trailer, which had its left turn signal activated, was waiting to turn into the PennDOT yard. Cummings did not see the stopped vehicle in time and rear-ended the trailer. The impact caused the rear of Cummings’ Mazda to lift off the roadway and rotate clockwise into the opposite lane, where it was struck by a 2025 Jeep traveling southbound. The investigation determined that Cummings was under the influence of a combination of drugs and alcohol. He was subsequently arrested for Driving Under the Influence and for operating a vehicle without a license. Charges were filed at Judge Wright’s office. 

CASTANEA: 

Crash

On July 15, 2025, at 4:28 p.m., Mill Hall Police Investigated a one-vehicle crash in the area of the “S” turns on East Keller Street. Samantha Levinson was operating a 2017 Mazda when she lost control of the vehicle. The vehicle went off the roadway and hit an embankment, causing the vehicle to roll over. The investigation  revealed Levinson was under the influence of alcohol, resulting in her arrest for DUI and driving at safe speeds. Charges will be filed at District Judge Kibler’s office.
