Dispute brewing over Sunset Pines drainage project

LOCK HAVEN – There is a major lack of cooperation between the City of Lock Haven and the Suburban Water Co., and city officials are putting the blame squarely on the water company.

For now, those who are affected live in a portion of Sunset Pines.

According to information from City Engineer Mark Glenn, the city received a low bid for the project at $240,310 from HRI Inc. of State College, which was $71,000 lower than the next lowest bid.

Lock Haven Public Works Director Tony Stopper told council at its meeting Monday night the city has very little if any response from the Suburban Water Co. regarding reimbursing the city for replacing 270 feet of Suburban water line. The line will need to be replaced due to Phase II for drainage and roadway improvements, which is designed to extend Phase I on Sylvan Drive to Hemlock Drive.

“They are not willing to pay out of its coffers,” he said of discussions between the city and the water company over the last two to three years.

Further, City Manager Greg Wilson said the city has sent out two or three communications with the authority that have gone unanswered.

“To say the city has not communicated with them is incorrect,” he said, noting the project details began in July of 2021.

“This is absolutely stupid,” said Councilman Richard Morris of the lack of cooperation with Suburban Water Co.
“It’s disappointing to say the least,” added Mayor Joel Long. “We’re doing our best. It is an obligation of a utility to take care of its customers. I am speechless.

“I’m sorry Sunset Pines.”

In other matters from Monday night’s meeting, council held off action on a request to the Pennsylvania Liquor Control Board of its noise provisions in favor of the city’s noise ordinance.

Wilson said the city will hold a public hearing on the matter, the details of which will be controlled by the PLCB.
The current pact with the PLCB regarding noise issues expires on July 31, 2023, Wilson said.
Councilman Doug Byerly was absent.
