Frazier Found Guilty in Retrial

LOCK HAVEN – It took a Clinton County Court jury two hours Wednesday to return a guilty verdict in the case of a suspended Keystone Central music and drama instructor who had been charged with indecent contact with a Central Mountain High School senior.

The jury of nine women and three men returned the verdict early Wednesday afternoon against Scott C. Frazier, 44, of Bald Eagle Township, found guilty of indecent assault related to an overnight incident in March of last year.

Monday and Tuesday of this week were devoted to witnesses in the case involving an 18-year-old Central Mountain High School male.

Wednesday morning saw Clinton County District Attorney Karen Kuebler and defense attorney Ronald Travis deliver their closing arguments, followed by instructions to the jury from President Judge Craig Miller. After two hours of deliberations the jury returned its guilty verdict.

The court said sentencing would occur in February.

In October an earlier jury had deliberated for three hours, then informed the court it could not reach a verdict and this week’s retrial was scheduled.

Frazier had been charged in August of 2013 with indecent assault based on the late March incident last year. Frazier has been suspended without pay since the charges were filed.

The 18-year-old and the accused both testified during the two day retrial. Comments from the alleged victim were in line with information school district law enforcement personnel had gathered in assembling the case against Frazier. Tuesday saw Frazier take the stand and deny the allegations against him.
