Lock Haven man sentenced to state prison for strangulation

LOCK HAVEN, PA – Steven Blazina, Jr., was sentenced in Clinton County Court Monday to a 5-year maximum sentence in a State Correctional Institution on one count of strangulation, a felony of the second degree.

President Judge Craig P. Miller imposed sentence on Blazina, who had earlier entered a guilty plea to the strangulation of his former paramour in the City of Lock Haven in late 2020. Blazina will be eligible for parole by the Pennsylvania Board of Probation and Parole after 21 months.

At sentencing, the victim addressed the Court and described the terror that she suffered at the hands of Blazina, stating that she was dragged across several city blocks as people watched. The victim stated how grateful she was to two teenage girls who she believed alerted their father to come out into the street to intervene which allowed her to escape Blazina.

Blazina asked the Court to impose a house arrest sentence, citing his personal health issues and his need for a possible liver transplant in the near future. The Commonwealth, represented by District Attorney Dave Strouse, asked the Court to impose a 2-10 year sentence, the longest permitted by Pennsylvania sentencing guidelines for the offense.
