City council continues study plans for use of ARP funds

LOCK HAVEN, PA – City council continues to consider uses for the city’s $950,000 in federal American Rescue Plan dollars.

Council spent an hour on discussion at its meeting Monday night but no decisions were made. Mayor Joel Long requested that council again rank qualifying projects and/or add their own to the list of potential projects. Those will again be tallied, providing city staff with some guidance on where to focus their time in researching the potential projects.

The list had been unveiled several weeks ago. On Monday, Wilson said, it will require further investigation and more solid estimates to complete. At the time, they carried an estimated price tag of $945,000.

They are (with the earlier price estimates):
1. Grants to small businesses to update strategic plans – $100,000
2. Installation of remote-read water meters in Castanea and Wayne Townships – $350,000
3. Triangle Park refurbishment – $320,000
4. Down payment and closing costs to home buyers – $100,000
5. City beach restroom upgrade – $75,000

Council member Doug Byerly made a pitch to include $20,000 of the money towards a resurfacing of the dormant tennis courts at Hoberman Park, to allow installation of pickleball courts there. Council recently heard from some pickleball enthusiasts pursuing their installation. Byerly indicated the group has an interest in providing some $20,000 towards the estimated $40,000 project.

The initial list presented to council, some 15 projects, carried an estimated price tag of better than $1.6 million.
