LHU Resumes “Limited” On-Campus Instruction
LOCK HAVEN, PA – Lock Haven University on Monday resumed limited in-person, on campus instruction after a two-week pause due to a rise in detected COVID-19 cases earlier in September.
The announcement came on Sunday and on Monday the school posted new test results, from testing carried out last week. They showed 758 tests, with 26 positive cases reported, what the school said was an “active positivity rate” of 3.0 percent and an overall positivity rate of 3.6 percent. The school earlier had said that 5.0 percent was the threshold of concern and the percentage of positive cases had peaked at 5.6 percent on Sept.8.
The university also on Monday released a detailed breakdown of “definitions” to explain the testing results:
Definitions
Total Tested = (asymptomatic and symptomatic tests performed on LHU students, faculty and staff)
Total Positive = Number of those that tested positive for COVID-19.
Active Positivity Rate = Active positive cases divided by the total number of tests.
Total Positivity Rate = Reboot date of September 6, 2020 and XXX number of positive tests by total number of tests completed (positive tests)/(total tests) x 100 =
Clinical cleared – 11 calendar days past positive test.
1. For Persons Who Tested Positive but have NOT had COVID-19 Symptoms in Home Isolation: Time-Based Strategy: Persons with laboratory-confirmed COVID-19 who have not had any symptoms and were directed to care for themselves at home may discontinue isolation under the following conditions:
• At least 10 days have passed since the date of their first positive COVID-19 diagnostic test assuming they have not subsequently developed symptoms since their positive test.
• If they develop symptoms, then the symptom-based or test-based strategy should be used.
2. Symptom-Based Strategy Persons with COVID-19 who have symptoms and were directed to care for themselves at home may discontinue isolation under the following conditions:
• At least 10 days have passed since symptoms first appeared; and,
• At least 24 hours have passed since last fever without the use of fever-reducing medications; and,
• Symptoms (e.g., fever, dry cough, tiredness, shortness of breath, aches & pains, loss of taste or smell, headache) have improved

As recommended by PA Department of Health, Centers of Disease Control and World Health Organization as well as our local Infectious Disease Prevention Medical team – those who tested positive for COVID-19 should NOT be retested. Experts note that “Since the PCR test is detecting nucleic acid of COVID-19, a positive test after the 10-day isolation is likely detecting nucleic acid of dead virus”
