Mincer Sworn in as New Lock Haven City Council Member
LOCK HAVEN – City council is back to its full seven-member slate with the Monday night swearing-in of hill district resident Bill Mincer.
Mincer is a 17-year city resident, the former athletic director at Jersey Shore High School and presently an administrator at Penn State University. He had been the choice of his fellow council members at a meeting last month to replace Sara Stringfellow who had resigned to accept a teaching position in Harrisburg.
Monday also saw a special council-approved resolution to recognize longtime Lock Haven Express community editor Wendy Stiver. She is retiring after 37 years with the paper.
Mayor Bill Baney issued a report from the city’s acting police chief Kristin Smith on a survey relative to speeding in the downtown. The report was based on speed monitoring on E. Main St. between Vesper and Grove Streets during different times of the business day.
936 vehicles were timed with the city’s Enradd Wireless Speed Timing Device. The report said the average speed was 18 miles per hour; only two were traveling at or over 36 mph and could have been legally pulled over.
The Smith report said, “While I am certain that there certainly are instances of vehicles speeding downtown, I believe there is a perception that vehicles are traveling faster than they actually are due to the comparison of those vehicles to the vehicles that are traveling the average speed of 18 miles per hour.”
She said she will have officers continue to monitor traffic in the downtown as well as other areas in Lock Haven.
