Clinton County Commissioners Approve Multiple Contracts and Agreements, Tackle Personnel Appointments and Retirements at December 4 Meeting

LOCK HAVEN — The Clinton County Board of Commissioners approved a series of contracts and personnel actions Thursday, including entering an interlocal cooperative purchasing agreement and recognizing long-serving employees, during a meeting marked by several infrastructure upgrades and board appointments.

The meeting began with the board’s approval of Resolution No. 26 of 2025, authorizing the county to enter into an interlocal contract for cooperative purchasing with the Houston-Galveston Area Council (HGAC). “It is in the best interest of the county to approve the HGAC interlocal contract for cooperative purchasing,” Commissioner Snyder read from the resolution. Through this agreement, Clinton County will participate in a regional purchasing program with other government entities, aiming to secure services and goods at better prices.

With Commissioner Angela Harding absent, County Commissioners Jeff Snyder and Jim Russo moved swiftly through the meeting’s agenda, unanimously approving several contracts and agreements. Among those advanced by roll call vote was:

• An agreement between the county and the City of Lock Haven that waives liability during the Department of Emergency Services’ participation in the Law Enforcement “Ride Along” program. This initiative provides emergency dispatchers with first-hand experience alongside police officers during calls, allowing them to better understand the officers’ information needs, the impact of radio communications, and the role of dispatch decisions in law enforcement operations.

• A memorandum of understanding and letter of intent with the Clinton County Children and Youth Services (CYS) agency, securing partial reimbursement through Title IV-E funds for the cost of legal representation in dependency proceedings.

• An agreement with Cintas Corporation to provide commercial-grade rug and mat services on a bi-weekly basis throughout county buildings, based on OMNIA national pricing.

• Technology-related agreements with Morefield Communications, including a $6,624.60 contract for hardware and services and $2,500 for block-time support services.

• A $550 contract with Project Point of Life for the administration of clinical polygraph services for the Clinton County CYS agency.

The board voted to deny a loan request from the Turkish Depot through the Clinton County Revolving Loan Fund, following recommendations from the county’s financial review and solicitor. In addition, the commissioners authorized the transfer of $56,707 from the county’s IV-D checking account to the general fund to reimburse expenses incurred in August 2025.

The meeting included several key actions related to members of county boards and authorities:

• John Gummo was recognized upon the approval of his retirement from the SEDA-COG Joint Rail Authority, effective as of December 31, 2025. “The commissioners would like to thank Mr. Gummo for his many years of dedicated service to the Joint Rail Authority,” said Commissioner Jeff Snyder following the unanimous decision to approve Gummo’s retirement. Commissioner Russo also expressed appreciation for Gummo’s donation of railroad artifacts to the Bald Eagle Valley Trail and wished “the best of luck” to both Gummo and his wife, Joyce.

• The commissioners accepted the resignation of Rob Bowman as Public Director of the Clinton County Conservation District Board, effective December 31, 2025. John Shapiro was appointed to fill the position for a four-year term, expiring December 31, 2029.

• Elam Stofus was reappointed as Farmer Director to the County Conservation District Board, also for a four-year term ending December 31, 2029.

• Shawn Kunes and Brian Mann were each reappointed to the Clinton County Recreation Authority, with five-year terms set to expire on December 31, 2030.

In personnel matters, the board approved the hiring of three new county employees, a promotion within the Treasurer’s office, and recognized a longtime county staff member upon approval of her retirement.

• Rebecca Yost was hired as a part-time custodial worker, effective November 17, 2025, at a rate of $15.50 per hour, with hours not to exceed 1,000 annually.

• Aiden May was appointed as a part-time emergency dispatcher for the Clinton County Department of Emergency Services, earning $16.25 per hour and limited to 1,000 hours per year.

• Deborah Bueno was hired as Clerk Typist II in the Prothonotary’s office, effective December 1, 2025, with a starting salary of $31,745.

The commissioners accepted the retirement of Susan Muthler, Deputy Treasurer in the Clinton County Treasurer’s office, effective December 5, 2025. Muthler was acknowledged during the meeting for her 20 years of service to the county.

Muthler was recognized for her 20 years of service to the county, a milestone Commissioner Snyder acknowledged while expressing his appreciation for her dedication.

With the board’s approval, Michelle Ajamian will be stepping into Muthler’s position as Deputy Treasurer, having been promoted from Second Deputy Treasurer. Her promotion takes effect on December 8, 2025, at an annual salary of $37,304.

With no reports from elected officials, staff, or legislators, Chief Clerk/Chief Operating Officer Desiree Myers closed the meeting with a brief announcement regarding Request for Proposals (RFPs) from financial institutions to manage cash flow in early 2026.

“After review, the county has decided to put out RFPs for a TRANS, which is a Tax Revenue Anticipation Note. We did contact local financial institutions within the area,” Myers said. “The bids for that are due Monday, December 15th, and I’m hoping that we will have a successful bidder and be able to approve that at the December 18th commissioner’s meeting.”

The next Clinton County Board of Commissioners meeting is set for Monday, December 15, 2025, at 9:00 a.m. Meetings are held in the second-floor conference room of the Piper Building, located at 2 Piper Way in Lock Haven.
