Charlie Drive, Goodwill EMS Discussed at Bald Eagle Township

BALD EAGLE TOWNSHIP – Numerous residents of Charlie Drive, between Laurel Run Road and Bald Eagle Creek, attended Monday’s meeting to discuss the ownership of the road they live on.

“We are requesting the township to take over maintenance of the road,” a representative of the property owners asked the supervisors.

Charlie Drive is a private road in Bald Eagle Township, much like many others within the township.

“It is a private road, so it is a private matter,” Supervisor Steve Tasselli told the group.

Frank Miceli, the township solicitor, was present at the meeting. He suggested that the group find out the legal status of everything.

“Townships don’t take over ownership of private things,” he added.

Tasselli then asked Miceli to look into the status of the road, including all deed and title searches as far back as he can go.

Goodwill EMS of Flemington submitted a formal request for funds, requesting a $4,500 donation to offset the cost of expenses.

“We currently pay $1,000 a year and $4,500 is a big jump,” Tasselli said.

A motion was made to double the previous year’s contribution of $1,000 rather than going with the requested amount.

Lock Haven EMS Chief Gerard Banfill was present, adding that probably 2/3 of the call volume received for the township was answered by Goodwill. He also said that EMS payrolls are “phenomenal,” saying that staffing can account for $500,000 or more of budgets.

The supervisors opted to donate $2,000 to Goodwill EMS.

In other news, the Daniel Esh subdivision permit was put on hold due to needing to discuss his plans for the subdivision. Esh was not present at Monday evenings meeting.

The sale of a 1/4 acre parcel owned by the township went to William and Tina Garbrick for $1,000 and all costs associated with filing and deed recording. A 10% down payment was received with the bid.

Various road projects are in the works for 2026 including work on Dry Run, part of Keystone Central Drive, and Bald Eagle Mountain Road. Tasselli added that he would like to add Plunket Run road to the list, but the supervisors need to come to an agreement before the end of the year due to creating the 2026 budget.

Berkheimer Digital Tax Solutions was in contact recently with Bald Eagle Township concerning its services for the collection of Local Services and Earned Income Tax Collection. The vote on allowing Berkheimer was tabled due to wanting to see a proposal from Keystone Collections Group for comparison.

Stone for the 2026 township road maintenance season is being put out to bid. Interested parties should seek bid packets prior to the November meeting.

Signs for the township’s Fairpoint development saying “caution, children at play” were briefly brought up. It was suspected that speeding in the development led to the request for signs to be installed.

The 2026 budget work session has been scheduled for Friday, November 7.
