PennDOT to Perform Study to Implement Length Restrictions on Select Streets

LOCK HAVEN – City Council met Monday evening for their first meeting of October.

The council voted in favor of authorizing PennDOT to perform a study to implement length restrictions on select streets within the city limits.

“They will be looking at length restrictions, not weight,” City Manager Greg Wison informed city council.

“This will be done in what is called the hill section of the city. If you go down there driving a vehicle that is too long, you will likely not get out of there very easily.”

Wilson was referencing the many times large freight and delivery trucks, such as semis and 18-wheelers, can be seen following incorrect GPS data for deliveries.

The proposed length restricted roads for the LTAP study are:
East Park Street- From Bellefonte Avenue to South Liberty Street
West Park Street- From Bellefonte Avenue to West Clinton Street
South Jones Street- From Bellefonte Avenue to East Park Street
South Fairview Street- From Bellefonte Avenue to end
South Highland Street- From Bellefonte Avenue to Shamrock Street
South Summit Street- From Bellefonte Avenue to Peach Street
Pearl Street- From Bellefonte Avenue to Woods Avenue
West Walnut Street- From South Jones Street to Second Avenue
Linden Street- From Second Avenue to East Park Street
Myrtle Street- From East Park to end
East Bald Eagle Street- From North Liberty Street to Hanna Street
West Bald Eagle Street- From North Liberty Street to end
In other news, city council received letters from representatives of various organizations requesting budget funding from the 2026 city budget. These included the Ross Library, Downtown Lock Haven, Inc, Clinton County SPCA, Clinton County Historical Society, Roads to Peace, Lock Haven EMS, and Hope’s Dream.

The use request of Perry’s Alley and North Vesper Street for the YMCA Trunk or Treat event on October 30 from 5:30 to 7:00 p.m. was reviewed.

Shaun Dale of The Old Corner is requesting the closure of Grove Street from Willards Alley to East Church Street for outdoor dining and live music on: May 22, June 5-6, June 19-20, July 10-11, July 24-25, Aug. 7-8, Aug. 21-22 beginning at 3:00 p.m. on Friday and going until 1:00 a.m. on Sundays. Shaun also told city council that he might later adjust some dates in June and July, saying specifically that he did not water to interfere with Woodward Township Riverfest.

The city voted in the affirmative to consider an extension of the recycling agreement with Wayne Township Landfill through 2028. The extension includes a modest increase of 2.5% to the 2025 curbside recycling rate of $35,459.16.

Lastly, City Solicitor Coploff, Ryan, & Houser informed city council that a rate increase of $10 additional per hour will be occurring, beginning January 1, 2026.
