City Chooses Berkheimer for LST, BPT Collections

LOCK HAVEN – City Council passed multiple resolutions Monday evening pertaining to Berkheimer Digital Tax Solutions.
Effective January 1, 2026, Berkheimer will be collecting Local Services Tax (LST) and Business Privilege Tax (BPT).
In recent months, Berkheimer has been busy sending proposals to several municipalities throughout Clinton County for the collection of taxes beginning in the new year.
While the LST and BPT taxes will be collected by Berkheimer, real estate taxes are still payable to the Keystone Central School District Tax Office.
On the Community Development Block Grant (CDBG) front, a representative from SEDA-COG was present Monday evening to announce that the grant application was “together and ready to go.”
The total cost for the application preparation and activity selection, grant administration, activity development and management is $46,000.
After the passing of H.R.1 by the 119th Congress: “One Big Beautiful Bill Act” signed into law on July 4 of this year, the law repeals or rescinds funds from other housing and environmental programs, which could affect the communities that CDBG also serves.
On August 18, city council voted to apply for the 2025 Community Block Development Grants in the amount of $307,438 and will fund two projects: Hanna Park Improvements ($197,363) and Race Street Improvements ($60,075). The application also includes $46,000 for SEDA-COG administration and $4,000 for City of Lock Haven’s administration of the program.
