Altered, Forged, or Counterfeit Documents and Plates and Three Additional Charges

On August 22, 2025, at approximately 7:35 p.m., officers patrolling the area near Lucky 7 Travel Plaza in Lock Haven observed a vehicle bearing a suspected fraudulent inspection sticker. After conducting a traffic stop, police identified the driver as Michael Karichner. Following their investigation, Karichner was charged with the following offenses: Altered, Forged, or Counterfeit Documents and Plates (M1), Driving While Operating Privilege is Suspended or Revoked/DUI Related (S), Operating a Vehicle Without an Official Certificate of Inspection (S), and Violations Related to the Use of a Certificate of Inspection (S).

Stalking

On May 19, 2025, the victim of a Protection From Abuse (PFA) order reported a possible PFA violation. Through the investigation, officers discovered a GPS tracker on the victim’s vehicle. A search warrant was obtained to determine the owner of the device, which was identified as belonging to Jarret Matthew Kitchen. As a result, on September 4, 2025, Kitchen was charged with Stalking (F3).

PFA Violation 

On August 21, 2025, at approximately 10:30 a.m., the Lock Haven City Police Department received a report that Robert Lee Neff, 36, of Lock Haven, had allegedly violated a Protection From Abuse (PFA) order by mailing letters to several individuals protected under the order. Based on the incident and evidence collected, Neff was charged with three separate counts of violating the PFA order.

Drug Possession/Paraphernalia 

On January 26, 2025, at approximately 12:55 a.m., a traffic stop was conducted on East Main Street in Lock Haven on a vehicle in which Glenn Neff was a passenger. During the course of the investigation, Neff was allegedly found to be in possession of several packages of Methamphetamine and drug paraphernalia. Neff was subsequently charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia, both ungraded misdemeanors.

Possession with Intent to Deliver and Six Additional Charges

On January 26, 2025, at approximately 12:55 a.m., officers on patrol near Bellefonte Avenue observed a dark-colored pickup truck drifting on the roadway, nearly striking a legally parked vehicle. As officers continued to follow the vehicle, they saw it drift again and cross the center line. After officers observed an expired vehicle registration, a traffic stop was conducted.   

During the course of the investigation, the driver, Jeremy Curtis Smith, was alleged to be driving under the influence and in possession of drug paraphernalia. Officers also discovered the truck’s inspection was expired. The vehicle was impounded, and a search warrant was obtained. Upon executing the warrant, police found methamphetamine, LSD, Buprenorphine, a scale, multiple narcotic smoking devices, and packaging consistent with the distribution of narcotics.

Smith was charged with Possession With Intent to Deliver a Controlled Substance (F), Possession of a Controlled Substance (M), Possession of Drug Paraphernalia (M), Driving Under the Influence of Alcohol or Controlled Substance (M), Driving on Roadways Laned for Traffic (S), Registration and Certificate of Title Required (S), and Operating a Vehicle Without an Official Certificate of Inspection (S).

Possession of Drug Paraphernalia 

On June 10, 2025, at approximately 10:58 p.m., officers were dispatched to a report of a physical altercation. Upon arriving on scene, officers observed Patrick Nellis in the driver’s seat of a vehicle. Due to the nature of the call, Nellis was asked to exit the vehicle and was searched for weapons. Upon doing so, Nellis was alleged to be in possession of a used glass Methamphetamine smoking device, which was found in the pocket of his shorts. Nellis was charged with Possession of Drug Paraphernalia (M).

Disorderly Conduct

The Renovo Police Department has charged Jerrett Williams, 27, of Philadelphia and currently residing in Renovo, with Disorderly Conduct stemming from a fight he engaged in at the 5th Street Boat Launch on Ontario Avenue. The incident occurred on August 28, 2025, at approximately 12:22 p.m. Williams has been issued a summons through Magisterial District Court 25-3-03.

Disorderly Conduct

The Renovo Police Department has charged Sean Hainsworth, 26, of Philadelphia and currently residing in Renovo, with Disorderly Conduct following a fight he engaged in at the 5th Street Boat Launch on Ontario Avenue. The incident took place on August 28, 2025, at approximately 12:22 p.m. Hainsworth has been issued a summons through Magisterial District Court 25-3-03.
