Lock Haven Police Department News:

Arrest for Violation of a Protection From Abuse (PFA) Order
LOCK HAVEN— On August 21, 2025, at approximately 10:30 a.m., the Lock Haven City Police Department was notified that Robert Lee Neff, age 36, of Lock Haven, allegedly violated a PFA Order when he mailed letters to multiple persons named as protected parties in the PFA Order. Based on the incident and evidence, charges were filed for three (3) separate counts of violating the PFA order.

Possession of Drug Paraphernalia
LOCK HAVEN— On June 10, 2025, at approximately 10:58 p.m., officers were dispatched to the report of a physical altercation. Upon arrival on scene, officers observed Patrick Nellis in the driver’s seat of a vehicle. Due to the nature of the call, Nellis was asked to exit the vehicle and was searched for weapons. Upon doing so, Nellis was alleged to be in possession of a used glass Methamphetamine smoking device, which was found in his short pocket. Nellis was charged with Possession of Drug Paraphernalia (M).

Possession of a Controlled Substance/Possession of Drug Paraphernalia
LOCK HAVEN— On January 26, 2025, at approximately 12:55 a.m., a traffic stop was conducted on a vehicle in which Glenn Neff was a passenger. During the course of the investigation, Neff was allegedly found to be in possession of several packages of Methamphetamine and drug paraphernalia. Neff was subsequently charged with Possession of a Controlled Substance and Possession of Drug Paraphernalia, both ungraded misdemeanors.

LOCK HAVEN— On January 26, 2025, at approximately 12:55 a.m., officers were on patrol in the area of Bellefonte Avenue and observed a dark colored pickup truck that was drifting on the roadway, nearly striking a legally parked vehicle. While continuing to follow and observe the vehicle, the truck was observed as it drifted again before it crossed the center line. After observing the vehicle registration, which showed expired, a traffic stop was conducted. During the course of the investigation, the operator of the vehicle, Jeremy Curtis Smith, was alleged to be driving under the influence and observed to be in possession of drug paraphernalia.

The vehicle Smith was operating was also found to have an expired inspection. The vehicle was impounded, and a search warrant was applied for and granted. The search warrant was executed, and Smith was found to be in possession of Methamphetamine, LSD, Buprenorphine, a scale, multiple narcotic smoking devices, and packaging consistent with the distribution of narcotics.

Smith was subsequently charged with Possession with Intent to Deliver a Controlled Substance (F), Possession of a Controlled Substance (M), Possession of Drug Paraphernalia (M), Driving Under the Influence of Alcohol or Controlled Substance (M), Driving on Roadways Laned for Traffic (S), Registration and Certificate of Title Required (S), and Operation of a Vehicle Without an Official Certificate of Inspection (S).
