Commissioners Approve Wave of County Personnel Changes at July 3 Meeting

LOCK HAVEN— At their meeting on July 3, 2025, the Clinton County Board of Commissioners addressed a full slate of personnel matters, approving multiple resignations, new hires, promotions, and internal transfers throughout county departments.

The board of commissioners, through a roll call vote, approved several resignations from the Clinton County Sheriff’s Department, including that of Sheriff’s Deputy Nathan Rossey, effective as of June 23, 2025. Additionally, the board accepted the resignations of four part-time security guards from the sheriff’s office—William Wasliko, William Strunk, Michael Seybold, and Charlie Mitchell—each effective June 30, 2025. The departure of these five staff members marks a significant shift in the department’s workforce.

Despite losing five staff members at the sheriff’s office in June, the board approved the hiring of two new full-time deputy sheriffs during their meeting on July 3. Jacob Freeze and Justin Davy will both begin their roles on July 7, 2025, at an annual salary of $36,841, in accordance with the salary established for the position at the January 2025 salary board meeting.

Shifting to personnel actions for the Clinton County Children and Youth (CYS) agency, the board accepted the resignation of Olivia Eckert, Resource Care Coordinator, effective June 27, 2025.

The board also approved three new hires at the county CYS agency. Shaelinn Muth and Brook Kepler were both appointed as family-centered services case managers, with their employment effective as of June 30, 2025, at an annual salary of $40,518. Additionally, Brittney Camerer was hired as fiscal operations officer, effective July 7, 2025, at an annual salary of $52,275.

In other personnel matters, the commissioners approved the appointments of Kalen Guyer and Jordan Brown as agricultural resource conservationists with the Clinton County Conservation District, effective July 14, 2025, each at a starting annual salary of $42,247. The board also approved a lateral transfer for Carli McConnell from resource conservationist to watershed specialist/education coordinator within the Conservation District, effective July 14, 2025, with no change in salary.

Additional county personnel actions included the transfer of Brian Walizer from full-time 911 dispatcher to part-time dispatcher in the Clinton County Department of Emergency Services, effective July 5, 2025, at $16.75 per hour, with a maximum of 1,000 hours annually. Last, Anna Peddie was promoted from Clerk I to Clerk II at Magisterial District Court 25-3-02, effective July 7, 2025, with a starting annual salary of $30,517.

These personnel changes reflect the ongoing challenges and adjustments facing Clinton County as it works to maintain effective public safety services and support essential county operations.
