Williamsport Liquor Enforcement Office Issues Citations to Establishments in Clinton, Lycoming, and Union Counties in June 2025
WILLIAMSPORT— The Pennsylvania State Police Bureau of Liquor Control Enforcement (BLCE), Williamsport District Enforcement Office (DEO #6), announced its enforcement activities and administrative actions for June 2025 across 11 counties, including Bradford, Clinton, Columbia, Lycoming, Montour, Northumberland, Potter, Snyder, Sullivan, Tioga, and Union.
During the month of June, officers assigned to DEO #6 handled 74 complaints related to establishments licensed by the PA Liquor Control Board. Officers issued 7 letters for violations of liquor laws and 15 warning letters for violations of state liquor laws. Notably, there were no citations for underage consumption or possession, fake identification, or criminal arrests during this period.
The following licensed establishments received administrative citations for violations observed in Clinton, Lycoming, and Union counties:
Clinton County:
1. Mann & Sidhu, Inc. T/A Bald Eagle Truck Stop, McElhatten:
Cited for selling or furnishing alcoholic beverages during prohibited hours (between 2:00 a.m. and 7:00 a.m.) on April 9-12, 14-19, 22, 24, and May 5, 2025, selling malt beverages in quantities exceeding legal limits (192 fluid ounces) in a single sale to one person for consumption off premises on April 8, 11-12, 16-18, 20, 23, 25-26, 28-29, May 2-4, and May 6, 2025, and unlawful Sunday sales of alcoholic beverages between 2:00 a.m. and 9:00 a.m.
2. Martin May Post 284 American Legion Home Association, Avis:
Cited for failure to submit annual reports to the PA Department of Revenue during the period from February 2 to April 13, 2025.
3. Vasas Inc. T/A Lucky Seven Truck Stop, Lock Haven:
Cited for failing to comply with the requirements of Section 471.1 of the Liquor Code regarding responsible alcohol management during the period between April 6 and May 8, 2025. This establishment was also cited for failing to ensure that an employee serving alcohol had completed the required RAMP server/seller training within the past two years during the period between October 11, 2024, and May 19, 2025.
Lycoming County:
1. Lycoming County Recreation Authority T/A Mulligans Restaurant & Lounge, Montgomery:
Between February 4, 2024, and May 28, 2025, this establishment was cited for failure to ensure that the Board-approved manager completed mandatory RAMP owner/manager training within the past two years.
Union County:
1. Town Tavern Inc., Lewisburg:
Cited for selling or furnishing liquor for consumption off the premises on May 3, 2025.
All charges will be brought before an Administrative Law Judge (ALJ), who is authorized to impose penalties ranging from $50 to $1,000 for minor offenses and up to $5,000 for more serious offenses. The ALJ can also impose a license suspension or revocation of the liquor licenses based on the severity of the charge brought. Additionally, the ALJ can mandate training for licensees in an effort to educate them on the requirements of being a licensee.
