Lock Haven City Police News Release:

Offenses Charged:
Michael Shade, 50, of Lock Haven, was arrested for Retail Theft. On April 30, 2025, at approximately 7:45 p.m., Shade took a can of Resolve brand carpet cleaner from Dollar General, located at 16 E. Main Street, without paying for it.

Dominic Hummer, 28, of Lock Haven, was arrested for Possession of Drug Paraphernalia. On May 23, 2025, at approximately 1:30 a.m., Hummer was taken into custody on a probation detainer and was found to be in possession of a small glass vial that contained methamphetamine residue.

A 12-year-old male from Lock Haven was cited for Criminal Mischief following an incident on June 7, 2025, at approximately 2:00 p.m. According to the report, the juvenile took another person’s phone, threw it to the ground, and stomped on it. He then threw the phone into a dumpster. The incident occurred near 640 E. Bald Eagle Street.

A 12-year-old male from Lock Haven was arrested for Simple Assault and related summary offenses. According to the report, on June 6, 2025, at approximately 7:00 p.m., the juvenile was outside of 640 E. Bald Eagle Street, the Lock Haven Gardens, when he shoved another juvenile off a bike. The juvenile then hit the other vehicle with a piece of particleboard.

Tanner Bilbay, 20, of Lock Haven, was arrested for violating a Protection from Abuse (PFA) Order. On June 12, 2025, at approximately 11:55 p.m., Bilbay was seen entering a residence in the 10 block of Pearl Street, which he was evicted from due to the PFA.

A 14-year-old male from Lock Haven was arrested for Possession of a Small Amount of Marijuana and Possession of Drug Paraphernalia. On June 17, 2025, at approximately 7:30 p.m., the juvenile was found to be in possession of a grinder that contained a small amount of marijuana while at 20 E. Church Street, City Hall of Lock Haven.

Kani Kline, 22, of Lock Haven, was arrested for Criminal Mischief and Disorderly Conduct. On June 17, 2025, at approximately 5:00 p.m., Kline was throwing items and cursing while inside the Goodwill Store, located at 120 E. Walnut Street. When Kline was asked to leave, he threw a shopping cart through the glass door of the business, causing approximately $897.00 in damage.
