Driving with a Phone in your hand will get you pulled over starting on Thursday, June 5, 2025
Clinton County District Attorney Dave Strouse has joined lawmakers and other district attorneys across the Commonwealth by issuing a public notice for all motorists:
As of midnight —12:00 a.m. on June 5, 2025—Paul Miller’s Law will take effect throughout Pennsylvania. Under this law (75 Pa.C.S.A. § 3316.1 Prohibiting Use of Interactive Mobile Device), it is illegal to use an interactive mobile device while driving a motor vehicle, except when communicating with law enforcement or emergency services to prevent injury to persons or property.
This section of the Pennsylvania Vehicle Code applies to vehicles that are temporarily stopped in the flow of traffic, such as in traffic jams or at traffic control devices, but it does not apply to drivers who have safely pulled out of the flow of traffic.
Prohibited behaviors include holding an interactive mobile device, dialing by pressing more than one button, or reaching for the device in a way that requires one to become unseated or remove their seatbelt.
This applies even when your vehicle is stopped at a red light.
