City Council Hears from Hangar Owners, Awards Bids

LOCK HAVEN – City Council met Monday evening for their bi-monthly regular meeting.
Council heard from two visitors, Nils Mantzoros and a gentleman named Craig from Florida, both having general interest in their respective plane hangars at the airport.
Nils spoke first, bringing forward untruths that were brought up at the last council meeting.
“It was said that there was nothing that council could do about the fence because it was mandated by the FAA,” Nils said. “I spoke with Mark Matlock of the Pennsylvania Bureau of Aviation and he told me that the request for fencing was initiated by City Manager Greg Wilson. Mark also said the FAA did not mandate additional fencing, only mandating a Through the Fence agreement for those hangar owners to choose to have access to their hangar. Wilson said several times in the last meeting that it won’t cost the city a penny to put up. The Through the Fence grant is a 90% grant with the city responsible for the other 10% and any incidental costs incurred during the project.”
Nils also said that he spoke with the city solicitor and Mr. Matlock that he would sign a contract but that he still had not yet received a residential Through the Fence contract to review or sign.
Another gentleman by the name of Craig, a city property owner from Florida, also spoke about the current fencing situation being FAA compliant.
“Mr. Wilson has all the back paperwork for when they pursued the original fence and then this, this (additional fence) was an option,” he said.
In other news, the bid for the LHV Rehab Access Road Project went to Dave Gutelius Excavating for a low bid of $77,684.37. The project aims to rehabilitate the road and parking lot at the William T. Piper Memorial Airport.
The bid for Hoberman Park Phase 1 HVAC went to Joseph C. Hazel, Inc. for $14,407. The previous contractor for the work was deemed “noncompliant with CDBG standards.”
City Council also proclaimed May 18-24 as Emergency Medical Services Week now in its 51st year. The theme for the week is “We Care. For Everyone.”
Lastly, the public is invited to a public meeting on May 13 from 6 to 8 P.M. at the Clinton County Community Center, 124 East Walnut Street in Lock Haven. The subject of the meeting is intended to provide background and resources on Electric Vehicle (EVs) and EV programs. They are also designed to collect information on potential EV charging station locations in the communities throughout the ESDA-COG MPA region. SEDA-COG is hosting the public meeting.
