Lock Haven Police News Release
Incidents:
Crash – On February 7, 2025, at approximately 4:15 p.m., a tractor-trailer traveling northbound on S. Highland Street failed to yield to a vehicle heading west on West Bald Eagle Street, resulting in a collision. The impacted vehicle had to be towed from the scene.
Offenses Charged:
Lori Spicer, 55, of McElhattan, was arrested for Possession of a Controlled Substance. On September 25, 2024, at approximately 9:20 p.m., Spicer was reportedly in possession of methamphetamine while in the area of the Dollar General, 16 E. Main Street.
A 14-year-old male from Lock Haven was arrested for Indecent Assault. Between August 2024 and October 2024, police say the juvenile male had indecent contact with two juvenile female victims.
Robert Confer Jr, 35, of Trout Run, was arrested for accidents involving damage to an attended vehicle or property. On February 3, 2025, at approximately 2:38 p.m., Confer was driving a vehicle on E. Water Street near N. Vesper Street and struck an occupied vehicle. Confer then fled the scene without providing information to the other driver.

Mill Hall Borough Police Department News Release
Destiny Brennan was arrested on February 13, 2025, for a PFA violation. Brennan posted information regarding the protected party on social media, which violated the court order. She was taken into custody at the Clinton County Courthouse, according to police.
