Former Massachusetts Man Charged with Strangulation and Assault of 14 Year-Old Girl in Lock Haven
LOCK HAVEN – Charles Monroe, 32, most recently of Vesper Street in Lock Haven, faces charges including Strangulation (F2) and Simple Assault of a child (M1) following an incident on November 27, 2024.
Lock Haven City Police charged Monroe after they were dispatched to the scene of a possible assault on North Fairview Street in Lock Haven at approximately 3:55 p.m. on 11/27.
Responding officers observed a visibly injured 14 year old girl with injuries to her neck and face and lips. Monroe is alleged to have picked the girl up off the ground by her neck before eventually throwing her down onto a bed. During the incident, Monroe is also alleged to have the put the girl’s dog in a chokehold as well.
Prior to arraignment, Police discovered that Monroe has a significant criminal history in the state of Massachusetts including convictions for Kidnapping and Assault. Monroe’s bail was set at $15,000 monetary. He has since posted bail and has a preliminary hearing scheduled for December 16th at 9:15 a.m..
District Attorney Dave Strouse has requested an immediate bail hearing in Monroe’s case. The bail hearing is scheduled for 12/9 at 9 a.m.
