Police Blotter September 17, 2024:

  • Lock Haven City Police News Release September 17, 2024

Incidents: 

Theft – Between August 13, 2024, at 3:00 p.m., and August 21, 2024, at 3:00 p.m., a bike that had been left in front of the courthouse was stolen. 

Crash – On September 4, 2024, at approximately 4:50 p.m., an individual riding an e-bike failed to stop at the intersection of E. Main Street and Jay Street, causing it to collide into the side of a vehicle that was traveling on Jay Street. 

Crash – On September 4, 2024, at approximately 8:00 p.m., there was a two-vehicle crash at the intersection of W. Church Street and Second Street. Vehicle 1 was traveling north on Second Street and vehicle 2 was traveling west on W. Church Street when it struck vehicle 1, causing it to spin until coming to a final rest. Both vehicles were towed from the scene. 

Criminal Mischief – On September 7, 2024, between 3:00 p.m. and 11:00 p.m., two tires on a vehicle parked in the 700 block of E. Bald Eagle Street were slashed. 

Theft – On September 7, 2024, medications were stolen from an apartment in the 700 block of E. Bald Eagle Street. 

Offenses Charged: 

Jessica Myers, 32, Lock Haven, and Serenity Smith, 18, Lock Haven, were arrested for Criminal Trespass. On August 12, 2024, at approximately 6:00 a.m, Myers and Smith entered a second-floor apartment in the 300 block of N. Grove Street without the permission of the landlord. 

Michael Burd, 49, Beech Creek, was cited with an Open Container ordinance violation. On August 27, 2024, at approximately 6:00 p.m., Burd was standing on the corner of Bellefonte Avenue and Commerce Street in possession of an open container of Milwaukee’s Best beer. 

Galon Glossner, 44, Lock Haven, was arrested for Defiant Trespass. On September 1, 2024, at approximately 10:15 p.m., Glossner refused to leave 360 E. Walnut Street, Lucky 7 Travel Plaza, after being told to leave multiple times, according to police. 

Gregory Hoy, 46, Lock Haven, was arrested for a PFA violation. Between September 3, 2024, and September 5, 2024, Hoy had contact with a protected party of a Protection from Abuse order while at 481 W. Fourth Street. 

Carrie Higgins, 46, Lock Haven, and John Kuntz, 51, Lock Haven were cited with Criminal Trespass. On September 6, 2024, at approximately 5:15 a.m., Higgins and Kuntz were found digging through the dumpster behind Goodwill, 120 E. Walnut Street— an area that is posted with no trespassing signs. 

Jessica Myers, 32, Lock Haven, was arrested for Possession of Drug Paraphernalia. On September 6, 2024, at approximately 2:15 p.m., Myers was taken into custody on an arrest warrant in the 100 block of E. Bald Eagle Street and was also found to be in possession of drug paraphernalia according to police. 

Lily Dugan, 27, Lock Haven, was cited with Disorderly Conduct. On September 7, 2024, at approximately 7:40 p.m., Dugan was yelling in a belligerent manner toward people walking on the Levee. 

Steven Winchester, 30, Jersey Shore, was cited with an ordinance violation. On September 7, 2024, at approximately 7:40 p.m., Winchester was discovered on the levee under the Veteran’s bridge with a campfire, in violation of the city ordinance.

  • PA State Police – Lamar News Release September 17, 2024:

Retail Theft/Shoplifting

BALD EAGLE TOWNSHIP— On September 14, 2024, PSP Lamar responded to Walmart in Mill Hall for a report of retail theft. Through investigation it was determined that Terra Bertie, 37, from Jersey Shore, failed to scan multiple items totaling $35.78. Charges were filed through District Court 25-3-02. 

Motor Vehicle Accident 

GRUGAN TOWNSHIP— On September 14, 2024, a crash occurred when Aleigha Goetz, 20, from Lock Haven, was traveling on SR-120 (Renovo Road). Goetz was traveling uphill when she swerved off the roadway and onto the shoulder, then entering a drainage ditch. Goetz’s 2018 Subaru Impreza accelerated out of the ditch and into an embankment before colliding with a stone on the embankment according to the report. The Subaru then swung perpendicular to the road and came to a final rest off the roadway with its rear end in the drainage ditch. No road closures or detours were necessary and no injuries were reported as a result of the crash. 

Retail Theft/Shoplifting

BALD EAGLE TOWNSHIP— On September 12, 2024, at 1:00 a.m., an unknown black male entered Sheetz on Hogan Boulevard and stole multiple Twisted Tea alcoholic beverages. Anyone with information regarding this incident is asked to contact PSP Lamar by calling 570-726-6000. 

Found Property 

BALD EAGLE TOWNSHIP— On September 11, 2024, PSP Lamar was requested to respond to Hogan Boulevard for a report of found property. The owner of the property was located, and the property was returned. 

Found Property 

LAMAR TOWNSHIP— On September 9, 2024, at 6:38 p.m., PSP Lamar troopers responded to Fairground Road for a report of found property. No further details were included in the report for this incident. 

Found Property

GREENE TOWNSHIP— On September 8, 2024, at 12:45 p.m., a brown wallet was found near the 200 Block of Rauchtown Road in Greene Township. No further information was included in the report. 

Criminal Mischief 

GREENE TOWNSHIP— PSP Lamar received a report of criminal mischief relating to a damaged mailbox that occurred on Rockey Road. The mailbox was damaged sometime between 7:00 p.m., on September 7 and 7:00 a.m. on September 8, 2024. According to the report issued by PSP Lamar, a neighborhood canvass was conducted, but it yielded negative results. An additional neighbor also made a report of their mailbox being damaged at 862 Rauchtown Road within the same timeframe. Motor Vehicle Accident 

PORTER TOWNSHIP— A crash occurred on September 7, 2024, when Alexander Towcimak, 25, from Ambridge, PA, was traveling east on I-80 and hydroplaned, causing him to lose control of his vehicle. The vehicle veered off the highway and struck a guide rail head-on. After the impact, the vehicle spun several times, crossing the center line and impacting a guide rail on the north side of the roadway before coming to a final rest in the left lane. The impact caused disabling damage to the vehicle, however Towcimak and two passengers were wearing seatbelts at the time of the crash. No injuries were reported. 

DUI

LOCK HAVEN— On September 7, 2024, at 2:10 a.m., PSP Lamar initiated a traffic stop on a 2010 Ford Fusion on N. Fifth Street for a traffic violation. Upon investigation, it was determined that the driver, a 20-year-old male from Bedford Heights, OH, was under the influence of marijuana. Chemical testing was consented to and criminal charges are pending toxicology results. 

Defiant Criminal Trespass 

NOYES TOWNSHIP— On September 7, 2024, PSP Lamar responded to Ridge Road for a report of trespassing. Upon PSP Troopers’ arrival and further investigation, the 62-year-old victim declined to press charges for the incident and the investigation was closed. 

Harassment w/Physical Contact 

BALD EAGLE TOWNSHIP— On September 7, 2024, PSP Lamar was dispatched to Hogan Boulevard in Mill Hall for a report of a fight occurring on the sales floor of an unnamed business. Upon further investigation, it was determined that a physical altercation was initiated by Nicholai Caris, 18, from Lock Haven. Harassment and Disorderly Conduct charges were filed through District Court 25-3-02. 

Harassment w/Physical Contact 

GREENE TOWNSHIP— On September 7, 2024, PSP Lamar responded to W. Valley Road for a reported physical domestic incident involving a 38-year-old female and a 29-year-old male, both from Loganton. No further information was included in the report and applicable citations were filed through District Court 25-3-02. 

Harassment w/Physical Contact 

RENOVO— On September 6, 2024, PSP Lamar responded to Champlain Avenue for a reported physical domestic incident involving a 22-year-old female from Renovo and a 29-year-old male from Williamsport. Both parties were issued citations through District Court 25-3-03. 

Retail Theft/Shoplifting 

BALD EAGLE TOWNSHIP— On September 6, 2024, PSP Lamar responded to Walmart in Mill Hall for a report of retail theft. Through investigation, it was determined that a 23-year-old male and a 20-year-old male, both from Lock Haven, proceeded past all points of sale without paying for numerous household goods totaling $79.51. Charges were filed through District Court 25-3-02. 

Theft of Lost/Mislaid Property 

BALD EAGLE TOWNSHIP— On September 5, 2024, PSP Lamar received a report of theft of mislaid property from Walmart in Mill Hall. The victim, a 60-year-old female from Renovo, used the self-checkout and then attempted to use the cash back option for $40.00. The victim forgot to retrieve the cash from the machine and an unidentified white female, approximately 50-60 years old, took the cash after the victim left. Anyone with information regarding this incident is asked to contact PSP Lamar by calling 570-726-6000. 

Hit-and-Run

GREENE TOWNSHIP—On September 4, 2024, at 12:40 p.m., a crash occurred on I-80 West at mile marker 184 when Nicholas Collier, 19, from Johnstown, was parked along the right shoulder and clear from travel lanes due to vehicle issues. An unidentified driver side swiped Collier’s 2002 Ford F-150 XLT and continued in an unknown direction. Collier was not inside the truck at the time of the crash. No further information was included in the report. 

DUI

LOCK HAVEN— On August 31, 2024, PSP Lamar initiated a traffic stop on a 2017 Nissan Pathfinder Armada. Upon investigation, Troopers took an unnamed 54-year-old male from Blanchard into custody for suspicion of driving under the influence of alcohol. 

Retail Theft/Shoplifting

BALD EAGLE TOWNSHIP— On August 27, 2024, PSP Lamar Troopers responded to Walmart in Mill Hall for a report of retail theft of merchandise amounting to $901.92. The investigation into this incident is ongoing. 

DUI Crash

COLEBROOK TOWNSHIP— On August 29, 2024, at 10:07 p.m., PSP Lamar Troopers were dispatched to a vehicle stuck in a ditch in the area of the Renovo Road and Scootac Road. The Troopers’ observations on the scene indicated that the unnamed driver was under the influence of alcohol. This case remains open pending the results of chemical testing. 

Theft of Items from Vehicle

BALD EAGLE TOWNSHIP— On August 20, 2024, PSP Lamar was dispatched to Eagle Valley Road for a report of theft from a 2022 Subaru. The items stolen totaled approximately $250.00. This investigation is ongoing.

Hit-and-Run – Commercial Vehicle 

GREENE TOWNSHIP— On August 6, 2024, a hit-and-run crash involving two commercial vehicles was reported. The incident reportedly occurred earlier that day when the driver of a 2016 Peterbilt 389 was asleep in the sleeper cabin of his parked truck. Another tractor trailer struck the parked truck and a witness knocked on the door to notify the driver about what had happened. The witness took a photo of the tractor trailer after the incident, which showed its PA registration on the front, however the alpha-numeric were not visible in the photo. The investigation into this incident is ongoing.
