Incidents:
Crash – On July 1, 2024, at 2:55 p.m., there was a crash at the intersection of E. Main Street and N. Jay Street. An unidentified driver was traveling north on N. Jay Street and attempted to turn onto E. Main Street when they struck another driver, also unidentified, who was traveling south on N. Jay Street. Both vehicles were towed from the scene, and one of the drivers was issued a citation.
Offenses Charged:
Katie Daniels, 26, Lock Haven, was arrested for Retail Theft. On May 21, 2024, at approximately 2:40 p.m., Daniels concealed a bottle of Mountain Dew and a Red Bull and attempted to leave the Lucky 7 Travel Plaza but was stopped by employees.
Rachel Mulkey, 35, Lock Haven, was cited for Retail Theft. On May 29, 2024, at approximately 2:00 p.m., Mulkey opened multiple cosmetic items and used them while at the Family Dollar. The total value of the items opened was $22.26.
Richard Mackenzie, 30, Lock Haven, was arrested for Theft and Receiving Stolen Property. On June 14, 2024, at approximately 2:15 a.m., Mackenzie took a bicycle that was parked behind an apartment building at 200 E. Water Street. The bicycle was valued at $88.00.
Logan Soo, 24, Loganton, was arrested for DUI. On June 16, 2024, at approximately 1:40 a.m., Soo was seen traveling on N. Jay Street without headlights turned on. Soo was stopped after several other traffic offenses were witnessed by LHPD and was found to be intoxicated.
Chelcie Styers, 30, Lock Haven, was arrested for Furnishing Drug Free Urine. On June 27, 2024, at approximately 12:00 p.m., Styers attempted to use fake urine to pass a urinalysis conducted by Adult Probation.
Katie Daniels, 26, Lock Haven, was arrested for Evading Arrest or Detention on Foot. On June 29, 2024, at approximately 11:26 p.m., Daniels attempted to run from officers who were trying to take her into custody on a felony arrest warrant. The officer successfully apprehended her.
Andre Da Silva, 30, Lock Haven, was arrested for DUI. On June 30, 2024, at approximately 2:00 a.m., Da Silva was stopped for traffic offenses in the area of E. Main Street and N. Vesper Street. During the traffic stop, Da Silva was found to be intoxicated.
Andre Da Silva, 30, Lock Haven, was arrested for Aggravated Assault, Criminal Trespass, Terroristic Threats, Escape, and Simple Assault. On June 30, 2024, at approximately 3:30 a.m., officers responded to a domestic incident at an apartment in the 300 block of N. Vesper Street. When officers arrived, Da Silva ran from them even after being ordered to stop. Officers were told that Da Silva had climbed in through a kitchen window with a knife and attempted to cut the victim. Da Silva was taken into custody later that morning.
James Barnes, 31, Lock Haven, was arrested for Strangulation and Simple Assault. On June 30, 2024, at approximately 6:55 p.m., officers responded to a domestic dispute in the 300 block of W. Fourth Street. Upon arrival, officers were told that Barnes had placed his forearm across a victim’s neck and applied pressure.
Katie Daniels, 26, Lock Haven, was arrested for Retail Theft. On July 8, 2024, at approximately 7:00 p.m., Daniels took a Red Bull and a Monster from Dollar General without paying for the items.
Robert Walters, 82, North Bend, was cited with Harassment. On July 9, 2024, at approximately 5:30 p.m., Walters slapped a victim in the face while in the 10 block of Cree Drive.
Demetrious Creadle, 22, Lock Haven, was arrested for Strangulation and Simple Assault. On July 9, 2024, at approximately 9:20 p.m., officers responded to a domestic dispute at an apartment in the 300 block of E. Main Street. Officers were told that Creadle had pushed a victim into the couch by her neck.
Brennan Noll, 22, Lock Haven, was cited with Disorderly Conduct. On July 13, 2024, at 1:10 a.m., Noll was in the 100 block of Bellefonte Avenue, yelling and screaming. Noll also began banging on windows and knocking over construction fencing.
Randall Klima, 39, Henderson, TX, was arrested for Disorderly Conduct, Harassment, and Public Drunkenness. On July 13, 2024, at approximately 10:45 p.m., Klima repeatedly caused a disturbance and alarmed other guests at the Best Western after being told to stop. Klima was intoxicated at the time of the incident.

Renovo Police Department News:
On July 11, 2024, Renovo Police charged and arrested 66-year-old Larry E. Riggle, currently from Renovo, with failure to register with the Pennsylvania State Police as a Megan’s Law Offender during the required period of May 25, 2024, and June 3, 2024. Riggle was arraigned and released by Magisterial District Judge Mills on $8,000.00 bail. Riggle is required to register as a Lifetime sex crime offender under Pennsylvania’s “Megan’s Law” program stemming from a 2009 conviction, where Riggle was found guilty by a jury of having committed multiple felony sex crimes against a 13-year-old boy in Williamsport.

Renovo Police arrested 21-year-old Nathaniel S. Strouse of Montandon and charged him with multiple felony and misdemeanor crimes stemming from an ongoing incident that began on June 17, 2024, and ended on July 4, 2024.
On June 17, 2024, Strouse was driving at a high rate of speed up and down 5th Street in Renovo. He came within inches of intentionally striking a 25-year-old pregnant woman on the street, who had to jump out of the way. Another person in the vehicle then threw a full, unopened beer bottle at the woman’s head, narrowly missing it.
Between June 17 and July 4, 2024, multiple reports were received of Strouse speeding and driving recklessly around Renovo. On July 4, Strouse again was driving up and down 5th Street at a high rate of speed. Strouse intentionally accelerated and swerved at a 23-year-old male, striking him with the vehicle and causing injury before driving away. This incident was captured on video. Additionally, Strouse got out of his vehicle and threw a beer bottle at another 26-year-old male, causing him to lose consciousness and collapse on the ground. According to police, both males were transported to hospitals for treatment.
Strouse has been charged with Aggravated Assault, 2 counts of Aggravated Assault by Vehicle, Accidents involving death or personal injury, 2 counts of Simple Assault, 2 counts of Recklessly Endangering Another Person, 2 counts of Reckless Driving, Careless Driving, and Duty to give information and render aid. Strouse was arraigned by Magisterial District Judge Mills on July 9, 2024, and committed to Clinton County Correctional Facility in Lieu of $25,000.00 Bail.
