Lock Haven Police Department News Release May 20, 2024

Incidents: 

Crash – Between May 11, 2024, at 5:00 p.m. and May 12, 2024, at 3:00 a.m., a tractor-trailer hit a parked motorcycle in the Lucky 7 Travel Plaza parking lot at 360 E. Walnut Street. 

Crash – On May 17, 2024, at approximately 7:07 p.m., there was a two-vehicle crash on Woods Avenue at the entrance to First Quality when one driver attempted to pull into the entrance but turned in front of another driver, causing a collision. Both vehicles had to be towed from the scene. 

Hit and Run – Between May 18, 2024, at 7:45 p.m. and May 19, 2024, at 9:00 a.m., a vehicle struck the mirror of a parked car in the 10 block of E. Water Street. 

Offenses Charged: 

Andre Franklin, 48, Lock Haven, was arrested for Flight to Avoid Apprehension. On May 12, 2024, at approximately 7:15 p.m., Officers received information that Franklin was inside the Dollar General and that there were active warrants for his arrest. When officers approached Franklin at the doorway, he was advised that he was being taken into custody, and he attempted to run from officers, causing officers to deploy a taser to take Franklin into custody. 

Terry Williams, 63, Mill Hall, was cited with Harassment. On May 15, 2024, at approximately 9:00 a.m., Williams entered the victim’s residence located in the 10 block of S. Fairview Street and pushed the victim.
