PA Vehicle Code (Title 75) Violation

BALD EAGLE TOWNSHIP – On April 15, 2024, PSP Lamar conducted a traffic stop at the Millbrook Plaza in Mill Hall for a Title 75 violation. Police discovered that the driver, Nicole Daugherty, 36, of Bellefonte, was required to utilize an ignition interlock device, but the vehicle she was driving did not have one. Charges were filed through District Court 25-3-02.

PFA Violation

BEECH CREEK – PSP Lamar received a complaint of a PFA violation on April 15, 2024. It was reported that the defendant, identified as a 46-year-old female, violated a PFA Order by sending a text message to the plaintiff, a 45-year-old male. An arrest warrant was issued for the violation and the defendant turned herself in to PSP Lamar.

Indecent Exposure

GREENE TOWNSHIP – On April 14, 2024, between 5:30 and 6:00 p.m., a white male driving a white vehicle of unknown make or model exposed himself to an underage female on Low Place Road near its intersection with Pepper Run Road in Greene Township. According to the report issued by PSP Lamar, the male was wearing a black baseball cap, a black short-sleeve shirt, and no pants. The investigation into the incident is ongoing.

Motor Vehicle Crash

GREENE TOWNSHIP – On April 11, 2024, Amber Brooks, 23, of Coventry, RI, was traveling on I-80 West near mile marker 185.4 when she was involved in an accident. Brooks reportedly struck a small unidentified object on the road, causing her to lose control and spin out. The vehicle then struck a guide rail on the left side. The vehicle was disabled and towed from the scene, with no injuries reported.

Residential Burglary

PORTER TOWNSHIP – On April 10, 2024, Trever Reed, 28, of Howard, reported that Matthew Munro, 38, of Lamar, stole his truck and the trailer he was borrowing. Further investigation revealed that Munro had also burglarized the home of Jacob Tompkins, 28, of Lamar, to obtain the truck keys. Munro was found with the vehicle at the Lucky 7 in Lock Haven. Appropriate charges were filed in District Court 25-3-02, and Munro was transported to the Clinton County Correctional Facility to await arraignment.

Incidents:

Theft – Between March 31, 2024, and April 10, 2024, a package was stolen from a residence in the 10 block of N. Fairview Street.

Criminal Mischief – Between April 9, 2024, and April 10, 2024, a laundry machine in the common laundry area of 1 N. Fairview Street was damaged.

Hit and Run – On April 11, 2024, between 3:00 p.m. and 4:20 p.m., a vehicle was struck while parked in the 200 block of E. Water Street, which caused damage to the driver’s side mirror.

Hit and Run – Between April 16, 2024, and April 17, 2024, at approximately 10:00 a.m., a vehicle was struck while parked in the 300 block of N. Grove Street, causing damage to the driver’s side mirror.

Offenses Charged:

Tylar Titus, 35, Lock Haven, was arrested for loitering and prowling at night, theft from a motor vehicle, and harassment. On February 15, 2024, at approximately 9:20 p.m., officers responded to 640 E. Bald Eagle Street for a report of a caller finding someone in their car who struck the caller when confronted. Titus was eventually later identified as the suspect.

Mary Ferree, 57, Lock Haven, was arrested for Disorderly Conduct. On March 5, 2024, at approximately 4:45 pm, officers responded to a disturbance in the 200 block of Youngs Avenue. When officers arrived, Ferree was yelling in the area and officers told her to stop. Ferree continued to yell profanities even after being warned several times.

A 14-year-old male from Lock Haven was cited with Harassment and Criminal Mischief. On March 17, 2024, at approximately 3:15 pm, the 14-year-old male struck the victim several times and also broke the victim’s phone. This occurred on Second Avenue near Maple Street.

Brian Fenstamaker, 63, Lock Haven, was cited with Retail Theft. On March 30, 2024, at 5:45 pm, Fenstamaker stole 7 items valued at $42.51 from Weis Markets without paying for them.

A 15-year-old male from Lock Haven was charged with Access Device Fraud. On April 2, 2024, the 15-year-old male logged into another person’s Xbox account and used the connected credit card to make purchases totaling $421.25.

Joseph Robinson, 43, Lock Haven, was arrested for DUI. On April 3, 2024, at approximately 1:53 pm, Robinson was stopped near the Best Western at 101 E. Walnut Street, for traffic violations. During the stop, Robinson was found to be intoxicated.

Joshua Snavely, 27, Lock Haven, was cited with Disorderly Conduct. On April 8, 2024, at approximately 8:15 pm, Snavely went to the victim’s residence in the 600 block of Woods Avenue and was screaming and threatening the victim in their front yard according to police.

Michael Peck, 29, Lock Haven, was arrested for a PFA violation. On April 16, 2024, Peck violated a Protection from Abuse order by having contact with a protected party of the order.
