Frazier Sentenced to Probation by Clinton County Court
President Judge Craig Miller Monday imposed sentence on Scott C. Frazier, 44, of Bald Eagle Township, found guilty in December of two misdemeanor counts, indecent assault and harassment, both related to an alleged overnight incident in March of 2013.
The Court said Frazier avoided a 45 day jail sentence because District Attorney Karen Kuebler had told Frazier after his trial that she would not seek jail time as he was a first-time offender.
Miller told Frazier he would be designated a “Tier I” sexual offender; the designation will require he report to state police any significant changes in his life over the next 15 years. The Court said he would be required to accept sexual offender counseling if determined appropriate by local probation officials.
Miller told Frazier he had violated the teacher-pupil trust in his behavior with a then-senior male at Central Mountain High School. He barred Frazier from visiting school district property unless deemed appropriate by the district administration.
Frazier appeared in court with his attorney Ron Travis and offered no comment when given the opportunity. He left the courthouse with his wife.
Maximum penalty which could have been assessed for the offenses was two years in prison and $5,000 in fines.
