Retail Theft/Shoplifting
BALD EAGLE TOWNSHIP – On April 10, 2024, PSP Lamar arrested a 52-year-old female from Mill Hall for shoplifting at Walmart on Hogan Boulevard. The items stolen included a training pad ($5.58), Olly’s women’s vitamins ($12.88), eucalyptus oil ($4.87), essential oil 3-pack ($12.97), and a diffuser ($10.00). No further information was provided in the police report.
Motor Vehicle Accident
FLEMINGTON – On April 9, 2024, Randi Phillips, (F) 31, from Hughesville, attempted to drive across High Street from the middle alley. Phillips told police she was not able to see well from the rock wall located to the north of her and when she pulled out, a vehicle being driven by Mark Rovenolt, 46, Lock Haven, was traveling south on High Street. Phillips crashed into the front passenger side of Rovenolt’s vehicle, causing disabling damage to both vehicles. Only minor injuries were reported to the accident, and both vehicles were towed from the scene.
Criminal Mischief
SOUTH RENOVO – PSP Lamar responded to 332 Pennsylvania Avenue in South Renovo for a report of criminal mischief to a vehicle on April 8, 2024, at 11:20 p.m. An unknown individual broke the front windshield of a 2010 Toyota Prius by throwing a brick at it. Anyone with information about this incident is asked to contact PSP Lamar at 570-726-6000 and reference incident #PA2024-459554.
Motor Vehicle Accident
AVIS – A crash occurred in the 200 block of East Central Avenue in Avis on April 7, 2024, when Kevin Kline, 64, Avis, crossed into the opposing lane of travel, went over a curb, and struck a utility pole according to police. Kline’s vehicle was disabled and towed from the scene, and no injuries were reported as a result of the crash.
DUI Crash
PORTER TOWNSHIP – PSP Lamar responded to a motor vehicle crash involving a vehicle that had driven into a structure on April 6, 2024, at 2:29 a.m. Upon investigation, a white 1997 Toyota Celica crashed into a garage at 36 Peach Orchard Road. The driver, Robinson Villarreal Marin, 19, Mill Hall, was transported to UPMC Lock Haven for injuries sustained in the crash. A search warrant was conducted for toxicology and charges are pending according to the police report.
DUI Crash
BALD EAGLE TOWNSHIP – On April 6, 2024, PSP Lamar came upon a motor vehicle crash on SR 220 North near mile marker 110. Upon investigation, it was found that the driver, a 21-year-old male from Lock Haven, had been consuming alcoholic beverages prior to the crash. A search warrant was prepared for the medical blood obtained from UPMC Williamsport and charges are pending toxicology.
DUI
LOCK HAVEN – PSP Lamar initiated a traffic stop on North Jay Street on April 5, 2024, at 12:59 a.m. for a traffic violation. During the investigation, it was determined that Kylie Wagner, 21, Lock Haven, was under the influence of alcoholic beverages. Chemical testing was consented to and charges are pending toxicology results.
Motor Vehicle Accident w/Fatality
PORTER TOWNSHIP – On April 3, 2024, at approximately 7:43 p.m., PSP Lamar troopers responded to a two-vehicle crash with ejection on I-80 near mile marker 171.6. A 23-year-old male from Danville, PA was traveling west in a 2014 Mazda CX-5 while the driver of a Freightliner truck, a 40-year-old male from Stanley, NC, was traveling in the left passing lane. The driver of the Freightliner was approaching heavy traffic congestion which caused vehicles in the westbound lanes to travel considerably slower than the speed limit. The Freightliner already had its headlights and taillights illuminated, engaged its 4-way hazard lights, and slowed to approximately 25 mph as it entered the congested area. The driver of the Mazda CX-5 was traveling at an unknown speed and struck the Freightliner in a rear-end collision in the passing lane. The two occupants in the Freightliner were not injured, but the driver of the Mazda sustained serious injuries. Interstate 80 West was shut down and detoured at exit 178, and normal traffic was resumed at 9:27 p.m. On April 8, 2024, the Lycoming County Coroner’s Office advised PSP Lamar that the driver of the Mazda was deceased as a result of the injuries he sustained in the crash.
Cruelty to Animals
MILL HALL – On March 31, 2024, an incident police say involved cruelty to animals took place on South Chestnut Street. Charges are pending and no further information was provided.
Firearm Purchase/False Pretense
LAMAR TOWNSHIP – On May 12, 2023, a prohibited person attempted to purchase a firearm from Miller’s Gun Shop located at 6945 Nittany Valley Drive according to a police report issued by PSP Lamar. This investigation continues.
CLINTON COUNTY SHERIFF’S OFFICE:
The Clinton County Sheriff’s Office arrested Jonathan Thomas Quiggle, 33, on Tuesday, April 9th, 2024, after issuing a warrant in January 2024, for operating a vehicle without an ignition interlock.

RENOVO POLICE DEPARTMENT:
VEHICLE CRASH
On 04/09/24, Renovo Police investigated a vehicle crash that occurred on April 9, 2024, at 3:05 p.m., in Chapman Township. The driver, 90-year-old Robert Gilbaugh, of Lock Haven, was driving a 2002 Ford Taurus headed eastbound on the Renovo Road just east of Hyner Run Rd in Chapman Township when he became distracted and veered across the opposite lane of travel and crashed into the guide rail on the north side of Renovo Rd. The vehicle suffered severe damage and was towed from the scene by Martin Motors. Gilbaugh was not injured as a result of the crash. The Chapman Township Fire Company assisted at the scene.
